General Description of the Job Class

Administer a specific benefit program(s) to include monitoring, analyzing and researching utilization experience and trends, and developing recommendation for program revision as appropriate; ensure eligible employee participation and payment of benefits; review details with, and enroll faculty and staff in, University benefits programs.

Duties and Responsibilities of this Level

Monitor, analyze and research utilization experience and trends on assigned benefit program(s) including, but not limited to, utilization patterns, cost trends, and comparative studies; identify and investigate abnormal patterns; report unusual experience to supervisor; compile information and prepare operational and financial reports and analyses of assigned plan(s), for University administrators, actuarial consultants and federal agencies as required.

Mediate problems between Duke employees and assigned plan(s), working with providers, third party administrators and/or employees to resolve problems; recommend resolution within guidelines of plan(s) or following established precedents.

Recommend potential changes to assigned plan(s) as appropriate based on trend analyses, current literature and/or consultant recommendation; serve as liaison between Duke University and plan provider or third party administrator.

Participate on committee to review or update assigned plan(s); evaluate consult-ants, proposals, potential vendors and elements of plan design; make recommendations internally.

Coordinate the maintenance of related files and records, and provide necessary documents for various meetings; prepare correspondence concerning program(s); prepare and review printed materials regarding assigned program(s). Coordinate and initiate actions required to activate various benefits programs for employees and to ensure notification and proper enrollment of employees eligible for participation in benefit programs; maintain records reflecting employee participation in benefits programs. Compute and approve payments for assigned program(s); approve payment for claims; maintain records of benefits payments and reconcile with monthly financial statements.

Provide detailed benefit information to all University and Medical Center personnel concerning the various benefits offered by Duke University and the requirements for participation in these programs.

Conduct and/or participate in meetings to describe, explain and respond to questions concerning various benefits programs offered by Duke University.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education

Work generally requires organizational, analytical and communication skills normally acquired through the completion of a bachelor's degree program.

Experience

Work requires one year of business, administrative and/or supervisory experience with exposure to supervisory or human resource policies and practices related to benefits administration.

OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE.
