General Description of the Job Class

Provide coordination and support, to the program director, for the development and sustainment of an emergency management program: to include planning, mitigation, response, and recovery.

Duties and Responsibilities of this Level

Support the development and review of program related policies and procedures.

Provide guidance and consultative support for the development and review of department and/or organization level- emergency preparedness plans.

Provide support during emergencies/disaster to include the coordination of operations and resources across response organizations and stakeholders during disasters. Respond to actual emergencies as necessary.

Design, coordinate, and evaluate emergency preparedness exercises and education programs.

Work with state and local agencies to ensure alignment of program with external response agencies. Participate with internal and external task forces, committees, and agencies regarding emergency preparedness including those at the hospital, local, regional, and state levels.

Ensure program compliance with all emergency preparedness program requirements and/or regulations/guidance as set forth by local, state, federal, grant or regulatory agencies as appropriate.

Work with local experts to ensure that emergency preparedness equipment and supplies are available and in good working order. Assists in the development and management of local budgets, grants as applicable, and provide advisement regarding the acquisition of program supplies and equipment.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education

Work requires an Associates Degree in Nursing, Emergency Management/Preparedness, Environmental Health and Sciences, Fire Protection, or related field.

Experience

Work requires three years experience with disaster planning, emergency management, or emergency preparedness related fields.

Training or experience in Project Management required. Prior training, certification and experience in the following areas strongly preferred: emergency planning and management, emergency medical services and/or fire services, hazardous materials management.

Experience can be supplemented with a related Bachelor's degree with a Bachelors equivalent to two years of experience.

Degrees, Licensure, and/or Certification

Certifications in Emergency Management from FEMA, NEMA, or related agencies are preferred (ICS 100, 200, 300, 400, 700, & 800).

Knowledge, Skills, and Abilities

Considerable knowledge of modern emergency planning principles and practices, rules and regulations, including the National Incident Management System (NIMS).

Demonstrated ability to multi-task with strong written and verbal communication, presentation, training, facilitation, and leadership, and teaching skills, and the ability to organize and facilitate large groups.

Demonstrated ability to work independently and also to work effectively in a team environment.

Excellent computer skills.

Must be able to pass physical examination to allow emergency response and wearing of personal protective equipment (PPE).
