General Description of the Job Class

The Assistant Vice President for Government Relations for Duke University Health System is responsible for assisting the Associate Vice President in the development and management of strategies to inform and influence public policy at the county, state and federal levels on issues and in areas of interest to and to advise DUHS/MC on legislative matters that may affect it. The Assistant Vice President will have primary responsibility to monitor North Carolina legislation and public policy issues, and advise in consultation with and through the Associate Vice President for Government Relations DUHS/MC and Duke University administrators.

In addition, the Assistant Vice President will be alert to opportunities to make use of federal or state funds and policies to support DUHS/MC and Duke University activities. The Assistant Vice President will mediate and/or advocate for DUHS/MC and Duke University interests and build relations with other organizations and entities whose interests are similar or whose functions affect DUHS/MC and Duke University. The Assistant Vice President will be responsible for the development and implementation of a Government Relations program to coordinate the policy interests and effort of LifePoint Hospitals, Inc., and Duke LifePoint Healthcare with those of the Duke Health System/Duke Medicine.

Duties and Responsibilities of this Level

The position will report to the Associate Vice President for Government Relations, DUHS. For matters related to the coordinated program with LifePoint Hospitals, Inc., and Duke LifePoint Heathcare, the Assistant Vice President will also be responsible to the Vice President for Government Relations of Life Point Hospitals, Inc.

The Assistant Vice President will be the lead advocate with the North Carolina General Assembly on issues of importance to DUHS/MC, Duke University, LifePoint Hospitals, Inc. and Duke LifePoint Healthcare and confer with officials of state government concerning the interests of DUHS/MC and Duke University, Life Point Hospitals, Inc., Duke LifePoint Healthcare and the functional impact of proposed legislation and suggest modifications as appropriate. For issues related to LifePoint Hospitals, Inc. and Duke LifePoint Healthcare, the Assistant Vice President will be responsible for understanding the policy positions related to a for profit hospital organization with particular emphases on tax implications of NC law.

The Assistant Vice President will be the lead advocate in establishing relations with the State of North Carolina with the members of the General Assembly, the Governor, the Council of State and other senior government officials, whose policies and recommendations may relate to DUHS/MC, Duke University, LifePoint Hospitals, Inc. and Duke LifePoint Healthcare.

The Assistant Vice President will be the lead in establishing relationships with local officials in the counties served and affected by DUHS/MC, Duke University, LifePoint Hospitals, Inc. and Duke LifePoint Healthcare.

The Assistant Vice President will represent DUHS/MC, Duke University, LifePoint Hospitals, Inc. and Duke LifePoint Healthcare to appropriate organizations or coalitions in North Carolina, including but not limited to the North Carolina Hospital Association and the North Carolina Association of Independent Colleges and Universities, to establish and maintain contacts to aid and foster government relations activities.

The Assistant Vice President will research, monitor, analyze, and evaluate legislation and regulation issues that may have an impact on DUHS/MC, Duke University, LifePoint Hospitals, Inc. and Duke Lifepoint Healthcare to determine needs for action and recommend action to be taken to the Associate Vice President DUHS. The position will draft position papers and legislation that accurately reflect the interests of DUHS/MC and Duke University. The position will engage with the Legal Counsel's office and staff on legal issues related to NC law and policy. The Assistant Vice President will supervise the development and implementation of a communication program to keep the DUHS/MC administration informed on governmental issues affecting DUHS/MC at all levels of government. In addition, the program will be responsible for informing the leadership of LifePoint Hospitals, Inc., and Duke LifePoint Healthcare hospitals in NC about governmental issues that affect their hospitals.

The Assistant Vice President will recommend to the Associate Vice President for Government Relations DUHS operational changes necessitated by legislative mandates; suggest alternative policies and procedures to enable DUHS/MC, Duke University, LifePoint Hospitals, Inc. and Duke LifePoint Healthcare to accomplish its objectives; and recommend the employment of consultants when needed to represent aspects of the interests of DUHS/MC. Consultants will be supervised by the Assistant Vice President.

In the absence of the Associate Vice President, assume administrative responsibility for making decisions and taking actions necessary to carry out the government relations functions of the office.

This role will perform other related duties incidental to the work described herein as assigned by the Associate Vice President for Government Relations DUHS.

Required Qualifications at this Level

Education

A bachelor's degree plus an advanced degree in Law, Public Policy and/or a health-related field required.

Experience

10 years in a field related to Government Relations and some background in the health care industry required.

Knowledge, Skills, and Abilities

An understanding of the impact of legislation and public policy in the field of health care and higher education.

A connection to the state and federal network needed to achieve goals, and to pass or have an impact on legislation.

Distinguishing Characteristics of this Level

The Assistant Vice President will create and establish projects within the broad guidelines of the DUHS/MC/Duke government relations agenda and the agenda determined for LifePoint Hospitals, Inc., and Duke LifePoint Healthcare hospitals. The pace and workload will be based on priorities and timelines of projects as self- determined or indicated by the Associate Vice President for Government Relations DUHS.
