General Description of the Job Class

In compliance with Duke Health Community Care???s philosophy, goals, policies, mission and vision, the Executive Director has authority over and is accountable for the overall delivery of the home infusion, home health, hospice and bereavement programs and organizational operations. This responsibility includes overall management responsibility for operating the organization including program planning, revenue generation, operational analysis, financial analysis, problem resolution, personnel management and performance improvement.

The Executive Director is appointed by the Board of Directors of Duke Health Community Care, Incorporated. He/she is accountable to the Associate Vice President-Duke University Health System. Primary functions are delegated by the AVP and approved by the Board of Directors. The Executive Director is directly supervised and annually evaluated by the AVP.

Duties and Responsibilities of this Level

Administration 1. Direct the home health, hospice, home infusion, bereavement, organizational, operational and support programs and delegate authority/responsibility to meet goals. 2. Inform the Board of the ongoing needs and accomplishments of the organization. 3. Implement the directives of the Board of Directors and its committees with respect to governance and planning. 4. Ensure that reports required by regulatory agencies are prepared and submitted within established timeframes. 5. Ensure certification, accreditation, and audit procedures are performed, keeping abreast of local and state laws affecting homecare regulations. 6. Responsible for Performance Improvement and Risk Management Programs. 7. Develop and implements policies and procedures supporting the organization???s mission and strategically planning for the organization???s future relative to its vision and mission. 8. Prepare and present reports to Board of Directors.

Financial 1. Prepare, monitor and evaluate operating and capital budget. 2. Monitor on-going revenue and expenses. 3. Ensure that billing and collections functions occur in a timely manager. 4. Submit financial reports to DHCC Board and to DUHS as required. 5. Work collaboratively with DUHS Managed Care office in negotiating contracts for DHCC.

Personnel 1. Supervise key leadership staff. 2. Oversee the appropriate hiring of all staff. 3. Ensure that orientation, staff training and development programs are in place and provided to all staff. 4. Ensure systematic evaluation of staff performance. 5. Ensure personnel policies and procedures are followed and monitored 6. Ensure that complete personnel records are maintained confidentially.

Planning 1. Develop and implements an annual strategic and operating plan including financial and patient volume forecasts. 2. Identify and implement new programs in conjunction with senior management of DUHS entities and DHCC Board.

Required Qualifications at this Level

Education

Masters Degree required in Health Field or Business.

Experience

Ten years experience with five years in management in health care organization. Experience to include strong leadership, financial, communication and marketing skills. Home care experience preferred.

Degrees, Licensure, and/or Certification

Masters Degree required in Health Field or Business.

Knowledge, Skills, and Abilities

1.Demonstrates knowledge of health care financing and familiarity with state and federal regulations affecting home care programs and operations. 2.Provide effective leadership and management of non-profit, health care organization. 3.Effectively participate with staff in the accomplishment of organizational goals. 4.Demonstrate extensive knowledge, understanding and ability to work with multi health systems. 5.Display excellent communication skills.
