General Description of the Job Class

Provide overall direction and leadership for inpatient or ambulatory divisions and ensure the effective administrative management of clinical functions related to personnel and policy in order to meet the mission of patient care, education and research within a fiscally responsible organization.

Duties and Responsibilities of this Level

In collaboration with Vice President, and other health system administrative leaders, develop strategic and operational plan for assigned rehabilitation clinical areas across the health system. Communicate plans and continuously evaluate plans.

Develop and communicate vision for rehabilitation service delivery model and ongoing refinement of such models.

Ensure appropriate bottom line targets are developed and met relative to financial performance through revenue enhancement and cost containment, including but not limited to, maintenance of current volumes and increasing volumes through new service offerings, staff recruitment and involvement in third party negotiations, attention to variable expenses, capital purchases and development of outcomes management; recommend financial targets and prepare budgets; monitor financial variances; recommend and implement corrective action.

Monitor market conditions and costs; recommend price levels and packaging; work with marketing and communications functions to develop promotional programs; design, develop and recommend appropriate service line extensions; work with Health Systems representatives to develop and negotiate managed care contracts. Monitor market forces and internal conditions; develop and update the Business Plan; integrate goals of hospital into service lines.

Ensure appropriate bottom line targets are developed and met relative to quality of care through each hospital's quality program; assure development and implementation of outcomes management and associated performance targets, including, but not limited to patient satisfaction surveys, physician relations, staff satisfaction and continuing education; monitor variances; recommend and implement corrective action via a balanced scorecard approach.

Monitor level of resources utilized in service delivery at all sites and determine appropriateness of resource consumption in the service; enhance effectiveness and efficiency of as well as satisfaction with patient care delivery; develop recommendations for appropriate care, redesigning as necessary, and coordinate implementation.

Compile and prepare reports and analyses setting forth progress, adverse trends and appropriate recommendations and/or conclusions related to productivity, resources and patient care.

Direct various personnel functions including, but not limited to hiring, merit recommendations, promotions, transfers, terminations, etc. Assist the DUHS Vice President in such duties as may be assigned or delegated including staffing analyses, and recommendations regarding policies and procedures for clinical operational areas.

Ensure departmental quality programs are implemented and based on the high volume/high risk/problem prone factors of the specific department/clinical area.

Maintain liaison with affiliated/referring hospitals and/or agencies, as appropriate.

Coordinate activities with other Directors, service line leaders and/or Departments throughout the Hospital and Health System to ensure efficient, seamless services. Represent the clinical operational areas and/DUHS Vice President in meetings, conferences and other affairs of an administrative nature.

Ensure criteria for employment for all staff are identified, communicated and maintained beginning at entry into system, annually as required.

Ensure Departmental, Hospital and Health System changes are communicated to staff.

Serve as a professional role model and mentor to staff by responding positively to change while supporting colleagues through the change process. Serve as a change agent to facilitate communication and transition that supports the mission of the organization. Ensure a unit- based work force that is diverse and cognizant of the value diversity brings to the workplace.

Required Qualifications at this Level

Education

Master's in Physical Therapy, Occupational Therapy, or Speech Therapy & Language Pathology. Doctorate preferred.

Experience

Must have a minimum of 10 years' experience in responsible therapy operations at the administrative leadership level. If Doctoral degree, 5 years' experience in responsible therapy operations at the administrative leadership level.

Degrees, Licensure, and/or Certification

Current N.C. License as Physical Therapist or Occupational Therapist or Speech Therapy
