General Description of the Job Class

Plan, coordinate and implement a comprehensive, proactive program to build relationships with federal and/or state government officials and advocate for the Duke University Medical Center and Health System's (DUHS) position on issues. Assure an effective flow of information between federal and state government officials and agencies and the DUHS administration on relevant issues.

Duties and Responsibilities of this Level

Plan and implement a comprehensive and diversified government relations program, to include researching issues, developing positions on the issues, coordinating staff for maximum effectiveness, and fostering positive relationships with the internal and external contacts necessary to achieve objectives.

Monitor government actions and policies that affect the medical center and health system and their missions of medical education, research and patient care. Perform background research as necessary on issues that are of concern. Establish and maintain up-to-date files and reports on the issues. With the Associate Vice President and Assistant Vice President, develop strategies for responding to these issues. Monitor progress toward achieving objectives.

Develop and maintain effective working relationships with staff of internal and external organizations necessary to facilitate the activities of the office. These include, but are not limited to, senior administrative offices within Duke University and DUHS, university and medical news offices, federal and state government offices, and advocacy associations representing hospital, medical education, and biomedical research interests.

Represent the office in internal and external forums, such as government hearings and committee meetings, conferences, advocacy association meetings, and conference calls. As directed, present the DUHS position on the topics of discussions. Prepare and distribute summaries of discussions and recommended actions as appropriate.

Develop and implement a proactive communications program to keep government officials and staff well informed about DUHS and its positions on critical issues. Serve as a point of contact to educate and advocate with members of Congress, congressional staff and federal agency officials regarding the issues. Assist in communications with state officials as needed.

Develop and implement an effective flow of information to inform DUHS administrators about relevant government actions, issues and policies. Prepare and distribute reports, position papers and issue briefings on federal issues for senior administrators.

Plan and coordinate visits by DUHS administrators and faculty with federal and state government officials on the Duke campus and elsewhere. Write and distribute background materials and briefings for senior administrators in preparation for these visits. Work with Duke news offices to promote media coverage consistent with the purpose of these events.

Develop concepts and writing text for print and electronic media necessary to carry out the work of the office. Coordinate and supervise the work of contracted communications specialists as needed to accomplish objectives.

Provide planning, administrative and communications support for special projects assigned to the office.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education

Work requires communications, analytical and organizational skills acquired through completion of a bachelor's degree program.

Experience

Work requires five years experience in a federal legislative environment including one year of experience in a hospital setting.
