General Description of the Job Class

Responsible for the routine financial reporting, operational and capital budgeting and planning for Duke University Hospital and for the coordination of the Financial Decision Support function for the DUHS hospitals. The process of costing at the patient level requires sophisticated knowledge of the complexity of both payment and costing methodologies.

Duties and Responsibilities of this Level

The position will be responsible for:

The DUH Finance team accounting and operational responsibilities including; - the preparation of the operational budget for Duke University Hospital, - direct monitoring of fiscal operations for compliance with the approved budget including the month end close and the routine analysis of performance - the implementation of University policies and guidelines as they relate to budget, payroll., accounts payable and capital accounting

DUH Finance capital planning and development process - Support the business plan development and approval preparation for all greater than $1 million projects for DUH - Support the administration of the <$1 million DUH capital pool including the analysis of the business case for all of the projects - New Program Development: Financial assessment of new business opportunities including understanding of the financial sensitivities at a case level

DUH GME Financial support

Provide oversight to the GME Finance role including the external billing, internal reporting between SOM and DUH and DUHS and the reporting requirements to fulfill the needs of the Medicare cost reporting team.

Leadership role across DUHS Diagnostics/ Revenue and Project Management and DUH Finance team. - Responsibilities include support the entire team through coordination with the revenue management team, team meetings, retreats and overall team development

DUHS Hospitals

Responsible for the new role of Director of Financial Decision Support who will be a central point of contact for each of the DUHS hospitals. This effort will be directed by the Decision Support Governance committee and will develop a formal plan for enhancing the financial decision support work including; - Development of the long term plan for improving quality, access and reporting of patient level financial information - Identifying optimal systems and tools to provide this information - Assuring consistency in practice of costing/allocation across the hospitals - Coordinate efforts with the Directors of Finance at the community hospitals - This role will include coordinating with cost accounting, performance services and DHTS in the provision of accurate and consistent data definitions and costing across all of the DUHS clinical care hospitals. In providing these services, the Senior director will coordinate with the entity CFO???s, the CSU leadership and with physician groups. - The Senior Director will engage in proactive assessment of opportunities to improve patient level financial reporting and assessment and coordinate with the appropriate DHTS personnel to ensure financial integrity and consistency as well as evolution to new reporting tools.

Required Qualifications at this Level

Education

Work requires knowledge of accounting or business principles and practices generally obtained through completion of a bachelor's degree program in an accounting or business-related field. Certified Public Accountant and Masters of Business Administration or Masters in Health Administration preferred.

Experience in an academic medical center or health system with knowledge of clinical services and decision support is required.

Experience

Work requires ten years years of progressive health care leadership experience within a finance role. Experience with a major public accounting or health care consulting firm is preferred as well as experience within a major academic medical center. Requirements include knowledge of the patient level financial reporting requirements and various reporting tools as well as skills in accounting and financial reporting.

Experience with implementation of decision support tools is required.
