General Description of the Job Class

The Associate Vice President for Government Relations for the Duke University Health System is principally responsible for the development and management of strategies to inform and influence public policy at the county, state and federal levels on issues and in areas of interest to DUHS and DUMC, and to advise DUHS/MC on legislative matters that may affect it. The Associate Vice President will monitor legislation and public policy issues, and advise DUHS/MC administrators of their potential on the Duke University Health System and Duke University. In addition, the Associate Vice President will be alert to opportunities to make use of federal or state funds and policies to support DUHS and DUMC activities. The Associate Vice President will mediate and/or advocate for DUHS and DUMC interests and build relations with other organizations and entities whose interests are similar or whose functions affect DUHS and DUMC. Given the importance of coordinating government relations across the University, the individual will be responsible for reporting on issues of importance, as appropriate, to the University.

Duties and Responsibilities of this Level

The position will report to the Chancellor for Health Affairs and be responsible to the Senior Vice President for Public Affairs and Government Relations of Duke University to assure coordination of government relations across the University.

Advocate with the North Carolina General Assembly on issues of importance to DUHS and DUMC and Duke University and confer with officials of state government concerning the interests of DUHS and DUMC and the functional impact of proposed legislation; suggest modifications as appropriate.

Establish relations with North Carolina with the members of the General Assembly, the Governor, the Council of State and other senior officials, whose policies and recommendations may relate to DUHS and DUMC and Duke University.

Establish relationships with local officials in the counties served and affected by the Duke University Health System as directed by the Chancellor for Health Affairs.

Establish relationships in Washington, DC with senior-level appointed and elected officials to maintain their awareness of proposals and legislative matters that may affect DUHS and DUMC.

Advocate with the U.S. Congress on issues of importance to DUHS and DUMC, and confer with federal officials concerning the interests of DUHS and DUMC and the functional impact of proposed legislation; suggest modifications as appropriate.

Serve as policy advisor to the Chancellor for Health Affairs and the Executive Vice President of the Duke University Health System on issues related to local government and the local community.

Represent DUHS and DUMC to appropriate organizations or coalitions ??? including AAMC, American Hospital Association, North Carolina Hospital Association, and others ??? to establish and maintain contacts to aid and foster government relations activities.

Research, monitor, analyze, and evaluate legislation and regulation issues that may have an impact on DUHS and DUMC to determine needs for action and recommend action to be taken.

Draft position papers and legislation that accurately reflect the interests of DUHS and DUMC.

Develop and implement a communication program to keep the DUHS and DUMC administration informed on governmental issues affecting DUHS and DUMC at all levels of government.

Recommend operational changes necessitated by legislative mandates; suggest alternative policies and procedures to enable DUHS and DUMC to accomplish its objectives.

Maintain formal, collaborative relations between the DUHS and DUMC Office of Government Relations and the Duke University Office of Government Relations and Community Affairs to ensure coordinated approaches on government relations at all levels. Work with the Duke University Assistant Vice President of Government Relations and Community Affairs to ensure such coordination.

Recommend employment of consultants to represent aspects of the interests of DUHS and DUMC, and provide oversight as determined by the Chancellor of Health Affairs.

Perform other related duties incidental to the work described herein as assigned by the Chancellor of Health Affairs.

An understanding of all elements of DUHS and DUMC, and their relations and interface to Duke University.

An understanding of the impact of legislation and public policy upon DUHS and DUMC.

An understanding of the practices and procedures of higher education institutions involved in health issues.

A connection to the state and federal network needed to achieve goals, and to pass or have an impact on legislation.

Distinguishing Characteristics of this Level

The Director???? will create and establish projects within the broad guidelines of the DUHS and DUMC government relations agenda. The pace and workload will be based on priorities and timelines of projects as self-determined or indicated by the Executive Vice President of the Duke University Health System.
