General Description of the Job Class

In compliance with Duke University Health System philosophy, goals, policies, mission, and vision, the Director of Patient Care is responsible for the provision of quality patient services, operational effectiveness and efficiency in the delivery of patient care. This includes overall management responsibility for operating the patient services department, including program planning, revenue generation, operational analysis, financial analysis, problem resolution, personnel management and performance improvement.

Duties and Responsibilities of this Level

Directs the assigned departments/service lines and delegates authority/ responsibility to meet goals.

Participates in certification, accreditation, and audit procedures, keeping abreast of local and state laws affecting clinical professional practice and industry regulations. Ensures that reports required by regulatory agencies are prepared and submitted within established timeframes.

Develops and implements policies and procedures supporting the department???s mission and strategically planning for the department???s future relative to the vision and mission of the organization.

Prepares and presents administrative reports to entity leadership.

Develops and implements annual department volume statistics.

Prepares, monitors and evaluates operating and capital budget for department services. Monitors on-going revenue and expenses for department services. Submits financial reports as required. Works collaboratively with other members of the management team in providing cost-effective and efficient operations. Works collaboratively with the Director of Finance to ensure processes/procedures related to billing, reimbursement, case management and other third party payor requirements are met in a timely manner.

Ensures the supervision of timely and competent provision of patient intake and assessments, patient care coordination, clinical monitoring services, 24 hour on-call, fulfillment of all required documentation activities; assessing and providing equipment and supplies to patients, and any other functions necessary to provide patient care.

Oversees the appropriate hiring of staff. Ensures that orientation, staff training and development programs are in place and provided to all staff. Responsible for the systematic evaluation of staff performance. Ensures personnel policies and procedures are followed and monitored. Assists in identifying and implementing new programs in conjunction with other DUHS areas.

Establishes and implements processes to assure the integration/coordination of all disciplines in providing day to day patient care services.

Perform other related duties incidental to the duties described herein.

Required Qualifications at this Level

Education

Work requires completion of an accredited Bachelor's degree in a clinical field such as Nursing, Pharmacy, Physical Therapy, Occupational Therapy, Speech Therapy or a related field, with professional licensure or registration in the clinical field as required. Master's Degree in a clinical area or Health Administration preferred.

Experience

A minimum six years of clinical experience, including five years of management/supervisory experience in a health care setting, of which at least three years of that experience is in acute care or homecare.

Degrees, Licensure, and/or Certification

Current North Carolina licensure or ability to obtain as required by professional discipline.

Membership and participation in professional societies and organizations is desirable.

Knowledge, Skills, and Abilities

In-depth knowledge of homecare industry. Maintains knowledge by reviewing literature and attending in-services, seminars, and conferences.

Exhibits effective leadership and management in health care organizations.

Demonstrates extensive knowledge, understanding and ability to work with multi-health systems.

Knowledge of medicare and medicaid regulations, JCAHO, and DFS standards.

Computer skills including Word and Excel.

Excellent verbal/written communication skills and organizational/time- management skills.
