General Description of the Job Class

Performs responsible management work coordinating and supervising systems and activities in the Communication Services Department.

Duties and Responsibilities of this Level

Supervises, coordinates and participates in switchboard, doctors' answering service and paging operations of the department; prepares work schedules, make work assignments and trains new employees; interviews and recommends the selection of switchboard operators, evaluates job actions, counsels with employees on performance and development.

Maintains the Physicians' Registry, maintains up-to-date listing of Physicians Call Schedules and numbers.

Reviews and audits monthly telephone statements to determine accuracy and validity of charges and credits; conducts follow-up on charges and questionable calls.

Collects, compiles and prepares information annually for internal Hospital directories; maintains additions, corrections and deletions; assists with the annual distribution of the county and city telephone directories.

Establishes and writes departmental policies and procedures; makes work assignments, establishes job responsibilities of switchboard operators and team-leader responsibilities.

Responsible for time and attendance records and payroll sheets for Communications Center Operators, Communications Center Supervisor and Communication & Electronics Technician II=s; gathers information and records work load measures for Communications and maintains various personnel records.

Evaluates and recommend changes to systems and equipment to meet the communication needs of departments and corporation to ensure efficient services.

Maintains and updates departmental procedures book; implements and interprets new Hospital and departmental policies and procedures.

Assists in evaluating and recommending data communication systems for information systems.

Manages the doctors' answering service, including contracts and billing.

Manages the doctor=s paging system

Manages the Partner Paging Service for expectant parents.

Reviews departmental performance in relation to established goals, implementing changes to effect continual improvement in services provided; and assures compliance with regulatory and legal requirements. Performs related duties as required.

Required Qualifications at this Level

Education

Graduation from high school or GED and a minimum of four years experience in PBX operation and computerized communications including a minimum of two years of supervisory experience; training in basic and advanced telecommunications; or an equivalent combination of related education and experience.

Knowledge, Skills, and Abilities

Considerable knowledge of the practices and procedures used in the efficient operation of the hospital=s communications operations.

Considerable technical knowledge of the communications equipment to include the PABX console, doctors' answering service, radio paging systems and systems designed for data communications.

Considerable knowledge of computer systems used to manage and control communication systems.

General knowledge of the hospital=s organization, its physical layout and the names of hospital personnel.

Some knowledge of accounting procedures.

Ability to supervise, coordinate and evaluate the work of subordinate personnel.

Ability to plan and organize work activities to ensure smooth and efficient switchboard operations.

Ability to prepare and maintain routine departmental records and reports.

Ability to speak clearly and distinctly and provide assistance to the public in a pleasant and courteous manner.

Ability to write proposals for technical equipment and system design.

Ability to maintain neat appearance.

Ability to establish and maintain effective working relationships with subordinate personnel, patients, general public and other corporate personnel.

Must have a valid N. C. drivers license and good driving record.
