General Description of the Job Class

Perform highly responsible administrative and managerial work in leading, developing, directing, coordinating, and evaluating education programs and operational activities for Watts College.

Duties and Responsibilities of this Level

Responsible for Watts College programs and operations; administers, coordinates and resolves problems concerning operation for the professional education programs.

Responsible and accountable for required inspections and observations of Watts College to determine the effectiveness of operations and to ensure compliance with laws, regulations, policies, and procedures; prepares reports for consideration by administration for recommended changes; takes remedial action within delegated limits to resolve or improve deficient conditions or problems.

Responsible for classroom and clinical instruction and supervision of students: inclusive of instruction, assessment of learning; evaluation of student learning, and professional and academic counseling.

Responsible for contractual arrangements, policy, procedure, standards, facility utilization, and operational matters; assists in resolving related problems.

In collaboration with Chief Nursing Officer, defines structure and infrastructure for the school; evaluates effectiveness of support systems and performs operations analysis with appropriate follow up action plan and intervention.

Serves on hospital, nursing education, and nursing organization committees; acts as a liaison to other departments, agencies and schools of nursing to facilitate information sharing, collaborative problem- solving, and adequate provision of support services.

Directs, assists, and resolves problems encountered by faculty members, students and other personnel.

Responsible for the development of objectives and goals, annual budgets, physical facility, equipment and supply needs, personnel compliment, organizational structure, work distribution and operational processes; provides status reports on scheduled basis.

Evaluates the overall effectiveness by conducting studies to determine and recommend changes for improvements in physical facilities, operational and equipment needs, and personnel utilization in consideration of changing demands upon the division; prepares and submits reports to Vice President for consideration and review.

Assists in the formulation and interpretation of nursing, corporate, national and state nursing associations and accrediting agencies standards, policies, procedures and objectives; ensures communication and implementation of corporation policies.

Responsible for operational decision-making in collaboration with other appropriate individuals utilizing processes and interactions promoting information analysis of all involved factors relative to the professional school strategy and position.

Applies Human Resource/Personnel policies per organization procedure and serves as resource to staff in implementation of Human Resources Policies and Procedures; defines expectations for performance and holds subordinates accountable; sets goals and outcome parameters and defines operational parameters and expectations.

Responsible for the professional nursing education program planning process in response to corporate/division strategy, goals, and objectives; monitors on a regular basis the school of nursing progress and accomplishments; administers and coordinates the professional school program development through appropriate planning, analysis, and developmental phases.

Responsible for the educational program development relative to the skill and knowledge requirement for the school; evaluates, on an ongoing basis, program effectiveness to promote competence; plans strategy for the school program development and ongoing educational needs for the school; serves as mentor (coach and counsel) promoting professionalism on a group or individual basis.

Makes supervisory visits to areas on a regular basis to assess the educational environment and evaluate the effectiveness of the acquired knowledge and skill of the learner and resources.

Reviews student applications for the professional nursing program and participates in the interviewing and selection of students; supervises the recruitment of students; recommends tuition and fees and arranges for student financial aid.

Participates in the planning of curriculum content and sequences; supervises the preparation of teaching schedules and the students through the various nursing units.

Conducts conferences with students and provides counseling in both academic and non-academic matters; reviews course evaluations written by students and reviews student performance evaluations by instructors.

Supervises the maintenance of student records indicating course hour credits, amount of theoretical instruction and clinical experience received, grades and cumulative standing.

Interacts with community and public interest groups concerning nursing education and promotes positive public relations and understanding of the professional school program; assists in public relations and fund raising activities.

Represents the school of nursing through participation in interdepartmental interactions; serves as advocate to patient, student, faculty, and staff.

Participates in division and corporate discussions relative to strategic planning, goal and objective development and operations analysis; communicates department direction and environmental dynamics to management.

Actively participates in professional organizations.

Incorporates environmental trends into the school of nursing system and operations.

Works with the Board of Nursing to assure School of Nursing is in compliance with standards; participates in Board of Nursing activities D

Develops quality initiatives for the program; sets expectations for quality improvement and service orientation; creates a milieu which emphasizes the need for professional excellence.

Sets standards and expectations consistent with regulatory agencies in collaboration with the Chief Nursing Officer.

Collaboratively works with interdepartmental and interdisciplinary efforts to improve the environment for the learner and organizational systems; analyzes data patterns and trends, facilitates appropriate action.

Facilitates development and implementation of systems and mechanisms to monitor the effectiveness and improvement in professional interventions; develops and implements action plan as appropriate.

Responsible for assuring a mechanism which integrates quality measures into performance standards.

Responsible for school of nursing budget planning process; organizes budget planning process for the school; monitors, analyses, and responds to budget variances.

Analyzes financial information patterns and trends; facilitates analyses and implements action plan as appropriate.

Analyzes the professional school program financial status and outlooks through analysis or reimbursement and environmental policy trends; develops alternative positions as appropriate.

Encourages creation of operational efficiencies designed to have a neutral impact on educational outcomes.

Accountable for the allocation of fiscal resources and fiscal performance within budgetary parameters.

Performs related work as required.

Required Qualifications at this Level

Education

Doctorate required

Experience

5 years of nursing experience. At least 2 years of nursing experience must be in a management role.

Degrees, Licensure, and/or Certification

Current or compact RN licensure in the state of North Carolina required. BLS required.

Knowledge, Skills, and Abilities

Thorough knowledge of professional nursing theories, techniques and tactics, including the organization and operations of a nursing education program.

Thorough knowledge of operational requirements for schools of nursing.

Thorough knowledge of professional nursing education philosophies and practices including instructional and educational methods and techniques.

Considerable knowledge of current health care administration principles and practices.

Considerable knowledge of modern patient care and management principles, practices and procedures including accounting and finance, purchasing, personnel, facilities, office procedure and records, and specific related supporting services.

Considerable knowledge of health law, national and state nursing association standards and accrediting agencies, including state laws governing the education and registry of nurses, curricula content of all nursing specialties.

Ability to facilitate learning (instruct) in the classroom and clinical settings.

Ability to plan, coordinate and organize the professional nursing education program with hospital nursing division.Ability to evaluate the effectiveness of the nursing education program, the quality of instruction and recommend and institute changes to improve the overall quality of nursing education.

Ability to communicate effectively with diverse individuals.

Ability to analyze operational data and employ approved management techniques to obtain maximum effectiveness and efficiency.

Ability to direct, instruct and advise staff in the approved methods, procedures, and practices.

Ability to receive and effectively respond to day-to-day problems presented by staff and others.

Ability to interpret established policies into operating procedures and implement into the professional nursing school program.

Ability to utilize strong communication skills and effectively articulate and listen through an interactive style of leadership.

Ability to conduct meetings and conferences concerning a wide variety of matters.

Ability to establish and maintain effective working relationships with the Corporation staff.

Ability to evaluate concerns of the public and translate public concerns into effective operating procedures.
