General Description of the Job Class

The Director, Lab Operations provides overall direction and leadership for assigned clinical areas on a 24 hour basis; ensures the effective technical and administrative management of clinical functions related to personnel and policy in order to meet the mission of patient care, education and research within a fiscally responsible organization.

Duties and Responsibilities of this Level

Level I

- Ensuring clinical quality in all aspects of laboratory operation

- Leading performance management processes to achieve organizational goals and exceed the expectations of customers (patients, physicians, nursing, administrative and laboratory staff), while creating a positive work environment

- Planning and managing the financial performance of assigned area

- Direction of all personnel to ensure achievement of Clinical Laboratories' goals and objectives through teamwork, employee achievement, and employee development

- Representing DUHS Clinical Laboratories on hospital-wide and health system-wide committees and initiatives

- Developing and implementing technical and administrative policies and procedures

- Strategic planning to support the mission, vision, and values of DUHS Clinical Laboratories and DUHS

- Coordinating and collaborating with the Laboratory Medical Director regarding medical, medical staff, and operational issues

- Monitoring and directing to ensure that all accreditation, regulatory, and licensure requirements are current and fully enforced

- Selection of appropriate test methodologies

- Verifying test procedures and establishing test performance characteristics

- Enrollment in appropriate proficiency testing based on the scope of the laboratory testing

- Establishing and maintaining Quality Assurance and Quality Control programs that are effective in identifying problems and ensuring that Procedure manuals are available and have been reviewed annually by director, manager, supervisor, or analytical specialist

- Assuring that remedial action is taken and documented whenever test systems deviate from established performance specifications

- Reviewing and documenting proficiency testing and following up on outliers

- Ensuring that patient testing results are not reported until corrective action has been taken and the test system is functioning properly

- Participating in the annual evaluation, competency testing, and documentation for all testing personnel

- Receiving, reviewing, and preparing technical reports reflecting volume of work, procedures utilized and test results; coordinating the preparation of reports and analyses setting forth progress, adverse trends, and appropriate corrective action

- Assisting in the annual validation of the Electronic Laboratory Manual.

Level II

- In addition to the duties performed above, the scope of this level is significantly higher as it relates to FTEs, revenues, expenses, volumes, and complexity.

- Is able to assume coverage and act as the person in charge in the absence of the Executive Director of Diagnostics Services.

- Interfaces with the Executive Leadership of all three (3) Hospital entities within DUHS.

- Works with DUHS Executive Leadership in the development and implementation of DUHS growth strategies.

- Works as the strategic lead in the standardization for all DUHS chemistry related activities, as well as Health System LIS related projects.

- Works as the strategic lead for the prioritization of the capital budget.

Required Qualifications at this Level

Education

Bachelor's degree in Biological Science and certification in Medical Technology or other clinical laboratory technology

Experience

Five years of clinical laboratory management experience, or an equivalent combination of relevant education and/or experience.

Distinguishing Characteristics of this Level

Responsible for the technical and scientific oversight of the laboratory aka Technical Supervisor. This individual must be available to the laboratory to provide on-site, telephone or electronic consultation. The responsibilities of the Technical Supervisors include:

- Selection of appropriate test methodologies

- Verification of test procedures, establishing test performance characteristics

- Enrollment in appropriate proficiency testing based on the scope of the laboratory testing

- Establishing and maintaining Quality assurance and Quality Control programs that are effective in identifying problems.

- Procedure manuals are available and have been reviewed annually by director, manager, supervisor or analytical specialist.

Responsibilities delegated from the director include:

- Assure remedial action is taken and documented whenever tests systems deviate from established performance specifications

- Review and document proficiency testing and follow up on outliers.

- Ensure that patient testing results are not reported until corrective action has been taken and the test system is functioning properly

- Participate in the annual evaluation, competency testing and documentation for all testing personnel
