General Description of the Job Class

This position will be responsible for operational and capital budgeting and planning for the clinical units of DUHS. In addition the Senior Director will establish and oversee ongoing analysis of clinical operations and provide management with clear, consistent reports regarding changes in the business and budget variances. In providing these services, the Senior Director will coordinate with the DUHS Controller, unit CFO's, operating unit leadership, and CSU leadership in a manner intended to increase the speed and effectiveness of management decision-making. Importantly, under the direction of the DUHS VP/Treasurer and CFO and the AVP Finance, the Senior Director will engage in proactive analysis of opportunities for improvement of financial performance and growth. In conjunction with unit CFO's and appropriate unit managers and physicians, the Senior Director will guide seamless financial governance of business planning processes for all business units of DUHS. While serving as the principal deputy to both the Vice President/Treasurer and CFO and the Assistant VP -Finance, the Senior Director will function in a highly independent manner, representing the DUHS Finance Division in meetings and discussions with senior leadership of DUHS and external organizations and regulatory agencies.

Duties and Responsibilities of this Level

Financial and Capital Analysis

Proactively advise and educate management on all aspects of financial analysis, budgeting and capital planning. Develop financial analysis and related management reports in support of management requirements and in cooperation with unit CFO's.

Manage, plan and organize the financial planning, capital planning and capital budgeting process for the clinical activities of the Health System.

Lead the implementation of bond and lease financing programs for DUHS in conjunction with investment bankers, banks, legal staff and other internal staff.

Work with the Vice President/Treasurer and CFO in the implementation of other financial tools (interest rate swaps, etc.)

Create policies and procedures on financial analysis and capital budgeting, then train and monitor financial analysis throughout the Health System. General

Lead a substantial professional staff inclusive of analysts, divisional CFOs, entity budget directors and others on System wide projects. Participate in the development of the DUHS financial policies, and demonstrate understanding of strategic direction, key initiatives, and success factors.

Develop and propose technology recommendations and provide lead implementation assistance (in conjunction with Information Management) Evaluate and implement improvements in the use of information systems in support of budgeting and analysis.

Serve on the Budget Task Force committee

Communicate process, methodologies, approach, requirements for financial analysis to entities and senior management Review work of lower-level employees and train new employees Hire, fire and promote staff. Perform other related duties incidental to the work described herein

Position Communication

This position will communicate directly with the Assistant Vice President, Financial Planning & Analysis and the DUHS Vice President/Treasurer & CFO, as well as with the Controller, other Associate and Assistant Vice Presidents of the organization. The Senior Director Financial Analysis and Decision Support will also work directly with senior leadership throughout the System.

Performance Measurement This position will be reviewed annually based on performance against a set of goals and objectives developed in alignment with DUHS and functional strategies. The set of annual goals and objectives is to be developed and agreed to by the DUHS Vice President/Treasurer & CFO, the Assistant Vice President, Financial Planning & Analysis and other employees.

Required Qualifications at this Level

Education

This position requires strong accounting and analytical skills evidenced by a CPA license and major public accounting experience, a Master???s level college degree coupled with more than five years of relevant experience, or ten years of relevant health care experience. A person with experience in DUHS or another academic-based health care delivery system with knowledge of clinical services is preferred.

Knowledge, Skills, and Abilities

The position should demonstrate strong communication and organizational skills with attention to detail and an ability to perform in a high-pressure deadline oriented environment. Strong PC skills in applications such as Excel and Access are important.
