General Description of the Job Class

The Vice President of Patient Care & System Chief Nurse Executive is responsible for the practice of Nursing at DUHS Clinical Facilities by ensuring consistency in the standard of nursing practice across the clinical settings. As a member of the DUHS executive team, the VP/CNE supports and facilitates an interdisciplinary team approach to the overall delivery of care to patients, families, and the community. This includes creating an environment in which collaboration is valued and excellence in clinical care, education, and research is promoted and achieved. The VP/CNE leads quality, safety and innovation initiatives in partnership with the Vice President of Medical Affairs. The VP/CNE ensures the vision of and the advancement of the profession of Nursing in DUHS.

Duties and Responsibilities of this Level

Identifies and articulates the vision and strategic direction for the delivery of patient care and the discipline of Nursing across all patient care settings for DUHS and its clinical affiliates; directs and collaborates on the implementation of strategies to achieve them.

In conjunction with other DUHS executive leadership, participates in strategic planning, development, implementation, and evaluation of clinical programs and services, assuring appropriate resources for the delivery of care.

Serves as the senior spokesperson for Nursing in DUHS. Advises the senior leadership of DUHS, the medical staff, board and individual clinical facilities and other internal and external groups by providing input about the implications of decisions and change on the quality of patient care, on nursing practice, and on nursing care providers.

Articulates the health system vision and priorities, and is accountable for outcomes for patient care quality and safety in collaboration with the Vice President of Medical Affairs, the DUHS Patient Safety Officer and other health system leaders.

Assures that the Health System patient care delivery model(s), clinical and staffing standards for nursing and patient care are consistent with current research and professional standards and with the mission, vision, and values of the organization.

In conjunction with entity leadership, accountable for the design, implementation and systems for DUHS patient care policies and procedures to assure continuity and consistency of care delivery.

Promotes and fosters a multidisciplinary approach to patient care, and the coordination of care among disciplines.

Provides system leadership in the establishment and oversight credentialing/privileging policies for nurses and ensures compliance with such policies for nurses who seek to practice and who practice in DUHS.

Accountable for the evaluation and development of practices, processes of care coordination, case management and utilization review services across DUHS.

Provides system leadership and direction for the development of strategies to promote the recruitment, retention, and recognition of excellence in Nursing; including but not limited to the oversight and recommendations regarding compensation and benefit programs for nursing staff.

Provides strategic direction regarding centralized use of temporary services that provide nursing care; in collaboration with the Director of Procurement (DUHS) negotiates monitors and evaluates the effectiveness of agency contractual agreements.

Establishes vision and is accountable for programs which support the nursing profession such as the Clinical Ladder program, Nurse Residency Programs, nursing leadership development and nursing tuition programs.

In collaboration with the Medical Center Development Office, establishes the vision and is accountable for the DUHS Friends of Nursing Program, its board and endowments.

Establishes vision and is accountable for the direction for operational departments as assigned at a hospital or health system level for DUHS : Nursing Institute ,Clinical Education and Professional Development, Accreditation and Regulatory Affairs, Interim on Premise, Nurse Recruitment, Payroll and Administrative Systems, Nursing Practice and Nursing Research.

Accountable for the structures, and processes that support the infrastructure for nursing research across DUHS (coordinated with the Dean, School of Nursing).

Participates as a voting member on multiple DUH and DUHS committees that have an impact on system strategy and overall performance.

Leads the DUHS-Nursing Executive Council.

Accountable for the processes and oversight of the processes that support the contractual obligations for nursing students and other clinical affiliations within DUHS excluding Medicine and PA students.

Co-directs the Duke Translational Nursing Institute in collaboration with the Dean of the Duke University School of Nursing.

Assures that all nursing services are provided in compliance with all applicable standards and requirements of TJC, the North Carolina Board of Nursing, and all other applicable regulatory bodies. Oversees the Magnet designation processes for DUHS.

Reports to and assumes additional duties at the direction of the Executive Vice President, DUHS.

Health System organizational structures are subject to change at the discretion of the CEO.

Required Qualifications at this Level

Education

Doctorate in Nursing or related field required.

Experience

Ten years of nursing experience is required with at least 7 years of experience in a nursing leadership role.

Degrees, Licensure, and/or Certification

Must have current or compact RN licensure in the state of North Carolina. Nurses hired into leadership positions must obtain a nursing leadership certification within one year of hire.

Knowledge, Skills, and Abilities

Ability to build alliances and lead in a highly matrixed system: demonstrates honesty, integrity, and follow through on commitments, anticipates internal/external customer needs and meets expectations, strives for collaboration, supports others and team results, ability to manage different perspectives and find win-win solutions. Recent hospital/health system experience with direct responsibility for cost/revenue centers, experience designing business plans, and experience in a large complex academic medical center is preferred. Demonstrated leadership and complex organizational management skills.

Strong financial/analytical skills, verbal/written communication skills, problem identification and resolution skills, decision-making ability, and the ability to develop/mentor management team.

Strong operational skills; ability to recognize workflow problems and redesign new process/workflow and create buy-in from all customers on change; and the ability to initiate and manage change.

The ability to work with physicians, staff and professionals in multiple settings and locations and to promote diversity in the workplace

Strong negotiation skills.

Well-developed planning, marketing, organizational development and business skills.

Active in community and professional organizations.

Experience in healthcare administration in a large and complex setting.
