General Description of the Job Class

Performance Services provides a broad spectrum of services to all entities of the Clinical Division of Duke Medicine. The assigned role will dictate the specific set of duties and responsibilities. Outlined below are the specific duties for the core responsibilities for the key Director roles within Performance Services.

Entity and Service Line Support:

This role is responsible for the design and implementation of the following Performance Services responsibilities for the assigned entities or service lines.

- Management engineering ??? to include the labor management system (budgeting, productivity reporting, position control and position management) and productivity/process analyses and improvement.

- Operational Support ??? supporting Senior Operational leadership with focused analyses or improvement efforts and management of administrative projects and efforts.

- Clinical Decision Support and performance improvement ??? to include clinical decision support and ongoing performance improvement support.

- Performance Monitoring ??? to include management of the balanced scorecard and reporting of related performance metrics.

- Patient Satisfaction ??? to include coordination and support of related patient satisfaction improvement efforts.

- Six Sigma ??? to include deployment planning and execution and project management and support.

- Supervision - Direct supervision of staff within the assigned area of responsibility.

Technology and Reporting

Presented below is a summary of the major duties and responsibilities for the Director responsible for Technology and Reporting:

- Scorecarding - oversee and direct the application development and ongoing management of the scorecarding solution for all entities of the Clinical Division of Duke Medicine.

- Application development - oversee the design and development of technical applications to support operational improvements and data capture.

- Performance Reporting ??? oversee the design and development of performance reporting solutions. This includes the integration of complex data sources, the creation of reporting solutions, and the delivery method.

- Departmental Web-site ??? to include the design, development and maintenance of the Performance Services web-site. This site includes the scorecards, reports, and reference material.

- Supervision - Direct supervision of staff within the assigned area of responsibility.

Clinical Services

Presented below is a summary of the major duties and responsibilities for the Director responsible for the Clinical Services:

- Public Reporting of Quality ??? oversee and direct data submission and internal reporting of performance for the public reporting of quality initiatives. This includes the CMS quality programs and Leapfrog. This person will need to stay abreast of these types of programs throughout the industry and advise Senior Leadership on emerging issues. They would then be responsible for the design and execution of programs to collect, submit and report new metrics. The scope includes DUH, DRH and Duke Raleigh Hospital.

- Data abstraction ??? oversee and direct the abstraction of quality metrics for submission to CMS and other quality programs. The scope would be DUH.

- Quality Improvement Support ??? to include the organization and execution of hospital-wide quality improvement efforts as identified through the annual planning process and as assigned by senior leadership. In addition, be the point of contact with external organizations and programs related to clinical services. This would include UHC, IHI and Premier. The scope could include DUH, DRH and Duke Raleigh .

- Clinical Metrics ??? serve as the central point of contact related to internal reporting of clinical metrics, to include ongoing support for clinical quadrant of the balanced scorecard and Health System and Board related reporting of quality and safety metrics. The scope includes DUH, DRH and Duke Raleigh Hospital.

- Clinical Benchmarking ??? provides oversight for the submission of data to clinical programs (Premier and UHC) and for directing the use of the data to support annual goal setting and performance improvement targets. The scope includes DUH, DRH and Duke Raleigh Hospital.

- Credentialing support ??? provides oversight for the delivery of data to the various credentialing bodies. The scope includes DUH, DRH and Duke Raleigh Hospital.

Supervision - Direct supervision of staff within the assigned area of responsibility.

Labor Management:

Presented below is a summary of the major duties and responsibilities for the Director responsible for the labor management:

- Budgeting ??? the development and use of productivity standards to drive labor budgets across all sites with variable staffing budgets. Strong interaction with all levels of Finance will be required.

- Productivity reporting ??? the development and ongoing maintenance of the productivity reporting process, to include data integrity

- Position control, oversight of the processes used to receive and process a request for position.

- Position management, the design and execution of the position management function, which aligns position approvals with departmental budgets and links with the release of positions for hire.

- Supervision - Direct supervision of staff within the assigned area of responsibility.

Duties and Responsibilities of this Level

Required Qualifications at this Level

Education

Bachelors degree required, Masters degree preferred

Experience

Minimum of 7 years of experience, with 3 years in a supervisory role

Degrees, Licensure, and/or Certification

Knowledge, Skills, and Abilities

Strong analytical and communication skills

Strong computer skills to include database analysis

Distinguishing Characteristics of this Level

This position would be responsible for working closely with entity, corporate or service line administrative and clinical leaders to understand their business objectives and design and deliver the appropriate level and type of Performance Services programs. The success is assessed by attainment of individual and organizational goals.
