General Description of the Job Class

The Director of Respiratory Care Services (RCS) is responsible for overall functions of clinical patient care including quality, operations, and efficiency in the delivery of RCS services. The Director will work closely with Duke University Health System's (DUHS) Respiratory Care Departments and Pulmonary Function Labs to plan, direct, and monitor performance and improvement initiatives while providing overall direction and leadership. The Director will also provide the essential partnership better RCS and DUHS Faculty.

Duties and Responsibilities of this Level

Maintain the national and international leadership position of the Department through fostering innovation development; providing cutting edge, evidence-based care; promoting and supporting educational programs; and participating in national and international organizations.

Provide administrative and clinical oversight for the development and implementation of plans, operations, and programs within RCS in an effort to achieve optimal clinical outcomes and safe patient care. Work collaboratively with Administrative, Nursing, and Physician Leadership in the delivery of Respiratory Care Services across Duke University Health System.

Ensure performance targets (i.e., Quality and Safety, Patient Experience, People and Environment, Labor and Productivity, Physician Relations, and Finance and Growth) and workplans are developed and achieved through Duke University, Duke Regional, and Duke Raleigh Hospital's appropriate committees.

Direct and oversee local leadership's allocation of staffing and technical support to assure compliance with safety standards along with labor and productivity targets. Develop professional standards and outcome measurements to assure sound clinical practice and adherence to regulatory standards. Direct the development of educational programs and professional scope of practice.

Direct and oversee local leadership's resource utilization; prepare and compile analysis reports to review trends related to productivity, resources and patient care; enhance efficiency and effectiveness; and develop recommendations for appropriate care redesign as necessary.

Direct and oversee local leadership's personnel functions including, but not limited to local hiring, performance evaluations, merit recommendations, promotions, transfers, and terminations.

Direct and oversee local leadership's operations including implementation and management of clinical procedures and regulatory processes relating to patient flow and regulatory affairs, professional fees, billing and insurance, the maintenance and retention of related records.

Direct and oversee local leadership's management of the department's operational and capital budgets including the analysis of expenses and monthly reports, the creation of an annual budget, and capital purchase requirements and justifications. Monitor, verify and reconcile expenditure of budgeted funds.

Lead and support local leadership with duties that are assigned or delegated.

Confirm compliance with Federal, State, Local and professional regulations and practice guidelines associated with the delivery of respiratory care services and Hospital Based Pulmonary Function Labs. Ensure consistent development, interpretation, implementation, and compliance of DUHS policies and procedures.

Serve as liaison with administration, clinical staff, physicians, outside organizations, and vendors to assure excellence and to facilitate the resolution of problems. Coordinate activities with other leaders and / or Departments throughout the Health System to ensure efficient, seamless services. Represent RCS across the Health System in meetings, conferences and other affairs of an administrative nature. Establish effective communication systems and build cooperative relationships that promote collaboration.

Required Qualifications at this Level

Education

Position requires Bachelor's Degree in Respiratory Care or a related health science

Position requires a Master's Degree in Business/Clinical Leadership or Administration

Experience

5 years related work experience required including at least 3 years supervisory/management experience at the Director level is required.

Experience or certification in one or more specialty areas of Respiratory Care, e.g., critical care, neonatal care, or pulmonary function testing preferred.

Degrees, Licensure, and/or Certification

Must be registered by the National Board for Respiratory Care.

Must be eligible for license by the North Caroling Respiratory Care Board.

Knowledge, Skills, and Abilities

Leadership experience, good communication skills, relationship building, and computer technical skills.
