General Description of the Job Class

In compliance with the philosophy, goals, policies, mission and vision of its entity, the Divisional Chief Operating Officer performs highly responsible administrative/executive work. In conjunction with the senior management team, the Divisional Chief Operating Officer provides leadership in the development and monitoring of organizational policy and directs a team of senior management personnel responsible for specific functional areas in the organization. The Divisional Chief Operating Officer serves as liaison between its entity and other DUHS entities and community organizations, representing its interests and providing collaboration in DUHS strategic initiatives.

Duties and Responsibilities of this Level

Strategic Planning

With senior leadership team, plan and direct activities that relate to future growth of the organization. This includes not only market growth and business development, but strategic planning for all aspects of practice management including human resources management, performance improvement, information technology, and revenue enhancement.

Marketing and Business Development

Provide leadership in developing business strategies and tactics to support the goals of the entity network and overall Health System strategic plans for market growth and development. Guide the practice leadership in business development activities. Coordinate the design and production of marketing materials. Strategize and manage advertising campaigns.

Human Resources Management

Responsible for the performance management processes and outcomes of network employees and physicians, including recruitment, selection, orientation, and ongoing performance management.

Guide senior managers in developing skills in and implementation of performance management practices.

Support professional development of the workforce. Perform needs assessments to determine continuing education needs of staff. Provide appropriate opportunities for continuing education.

Monitor staff and physician satisfaction. Responsible for work culture improvement.

Physician Recruitment and Compensation

With CMO, guide provider recruitment activities for the network. Interview and participate in candidate selection. Negotiate physician employment agreements. Oversee provider credentialing and operational plans to support new providers.

With Office of Counsel, ensure that entity physician employment agreement meets all regulatory and legal statutes and requirements.

Responsible for ensuring physician employment agreements meet the business needs of the network.

Guide the entity Compensation Oversight Committee in the ongoing planning, development and monitoring of the entity physician Performance Based Compensation Plan. Direct analyses in support of compensation planning, develop policy and incorporate into entity physician employment agreements.

Clinical Care and Ancillary Services

Provide administrative oversight to the network practices, supporting the employment of the quality improvement process in improving operations. Pursue the spread of best practice in operations consistent with overall network goals.

Direct the analysis to support planning and strategic formation of entity clinical program goals. Responsible for the administration and management of the clinical functions and programs of the practices in the entity Network. Direct the development of policies and procedures for network-wide use in the clinical activities of the practices.

Responsible for ensuring the clinical effectiveness and regulatory compliance of all network laboratory and radiology services.

Performance Improvement

With the CMO and senior management team, provide leadership in performance improvement activities of the network. Develop and monitor performance indicators in all aspects of practice management including human resources, financial, operational, clinical, and business processes.

Financial Management

With senior management team, analyze and review financial and productivity reports. Identify issues and work with practice and network leadership in problem resolution.

Determine practice fiscal requirements. Provide leadership in the preparation of the annual network volume and operating budgets. Analyze staffing requirements to promote cost effectiveness and best practice.

Approve budgetary recommendations for practices.

Oversee business plan development for capital projects. Project volumes, capital needs and operating expenses associated with business development projects. Monitor implementation of capital projects to assure adherence to operational plans and budgets. Monitor facility renovation and maintenance needs.

Revenue Management

Provide overall administrative direction and coordination for revenue management policies, procedures and programs. Direct the analysis for planning and strategic formation of entity revenue management goals.

Support the implementation of procedures to enhance the financial performance of the entity practices.

Direct senior management team in analyzing practice operations and needs to determine potential enhancements or improvements to operational procedures, and develop and/or recommend supporting patient accounting policies and procedures.

Compliance

Responsible for ensuring network compliance with entity and DUHS policies and all relevant regulatory requirements.

Information Technology

Provide overall administrative direction and coordination for information system and data needs of the network. Direct analysis and planning for network information system needs and provide leadership in the implementation of programs to meet those needs.

Clinical Research

Capitalize on the network???s ability to participate in primary care clinical research.
