General Description of the Job Class

The Duke Primary Care (DPC) Director of Nursing and Patient Care will provide overall administrative direction and leadership for clinical staff, policies, procedures and programs for the DPC multi-site network. The Director will participate in the analysis, planning and strategic formation of DPC clinical program goals. Serves as a member of the DPC Nursing Leadership Team, under the direction of the Associate Chief Nursing Officer for Duke Primary Care.

Duties and Responsibilities of this Level

Direct personnel actions related to areas of responsibility including, but not limited to hiring, performance management, staff development, disciplinary action, etc.

Oversee developmental opportunities for DPC clinical staff. Develop and implement continuing education programs and services to meet identified needs.

Coordinate the resource needs for areas of responsibility, including reviewing and approving budgetary recommendations, and preparing variance analyses of budgeted revenues and expenses for areas of responsibility.

Maintain interface with network personnel to coordinate clinical operational activities to ensure adequate staffing, provides input on space and facilities and purchasing of clinical supplies Budgetary management and responsibility (salaries and non-labor expenses) for areas of accountability. Determine and recommend necessary space, equipment, supplies and support systems to ensure effective functioning of network. Ensure safe environment of care for all staff, patients, and families. Ensure effective processes for staff development, recruitment and retention. Develop and support shared governance structure. Assure staff participation in network and Duke Health Nursing Structures.

Maintain interface with practice leadership to coordinate clinical operational activities to ensure adequate staffing.

Assist in the development and communicate vision for care delivery models and facilitate ongoing refinement of such models.

In collaboration with others in administrative leadership, develop strategic and operational plan for clinical areas. Communicate plans and continuously evaluate plans.

Develop, plan and implement policies and procedures to support nursing and patient care services in DPC practices. Ensure DPC policies and procedures are aligned with Health System.

Serve on committees and task forces to address network issues, and represent the needs and goals of the network on external committees. Act as liaison to all levels of DUHS administration, providers and outside organizations to coordinate the clinical functions of the network and to facilitate problem resolution.

Provide developmental opportunities for direct reports.

Representing the DPC network to the Health System, the Director will contribute on DPC behalf to health system initiatives.

Ensure safe environment of care for all staff, patients, and families. Ensure compliance with regulatory agencies, staff competence, licensure and continuing education requirements.

Nursing Clinical Ladder Oversight

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education

Bachelor's degree and Master's degree required. One of the degrees must be in Nursing.

Experience

5 years of nursing experience. At least 2 of the years of nursing experience must be in a management role.

Degrees, Licensure, and/or Certification

Must have current or compact RN licensure in the state of North Carolina.

BLS certification required.

Nurses hired into leadership positions must obtain a nursing leadership certification within one year of hire.

Knowledge, Skills, and Abilities

Excellent interpersonal, verbal, written, organizational, analytical and presentation skills.

Facilitation, consensus-building, and negotiation skills.

Basic computer skills, including proficiency in word processing and excel.

Ability to manage multiple organization missions.

Sensitivity for and understanding of clinical disciplines and issues. Understand cost containment and managed care systems.

Ability to work with all types of individuals in multiple settings and locations and to promote diversity in the workplace.

Knowledge of necessary regulatory bodies including North Carolina Nurse Practice Act.
