General Description of the Job Class

This position will provide strategic leadership in the creation and implementation of communication programs to ensure positive and productive relationships with the media, government officials, and community leaders and organizations. The position is accountable for coordinating communications activities involving government relations and community relations, for all components of Duke Medicine, including the Schools of Medicine and Nursing and Duke University Health System.The position will also be a member of the Executive Management Committee (EMC), and will ensure a coordinated, integrated program of timely and forthright communications to educate and inform key external and internal constituencies of Duke Medicine???s leadership in patient care and its contributions in teaching and research. He or she will actively participate in the management group of the Senior Vice President for Public Affairs and Government Relations of the University.

Duties and Responsibilities of this Level

*Serve as principal and strategic communications advisor to the Chancellor, also providing advice to the Chancellor's EMC and the leaders of all components of Duke Medicine and DUHS' Board of Directors. *Provide counsel to institutional leaders on policies and positions and the development, dissemination, and evaluation of those policies and procedures to enhance relations with external stakeholders and governmental bodies. Advise those leaders on Duke Medicine's policies and positions, and the development, dissemination, and evaluation of such policies to enhance relations with the public, executive and legislative branches of government, and the Durham and Research Triangle communities.

*Serve as the chief spokesperson for the Chancellor and Duke Medicine.

*Identify emerging regulatory issues that may affect Duke Medicine and lead the development of a strategic and organized approach for advocating Duke Medicine's position(s).

*Develop and implement a positive press and media programs. Oversee writing, editing and production of existing and new communications vehicles for print and broadcast media and internal audiences.

*Develop and maintain relations with the leading media locally, nationally, and internationally. Anticipate and alert the Chancellor and senior administration to major issues that may affect Duke's programs and reputation.

*Establish and support institutional priorities and goals with Duke Medicine and University leaders. Develop and maintain strong relationships with academic and administrative offices.

*Work closely with Duke Medicine leaders of offices of government relations and community relations, Chief Strategic Planning Officer and VP Business Development, and with leaders of communications units in all major units of Duke Medicine to ensure coordination and integration of strategic communications.

*Work closely with the directors of government and community relations offices to identify emerging local, state and federal legislation/regulations affecting Duke Medicine and leads development of a strategic, organized approach for advocating Duke Medicine's position(s).

*Oversee writing, editing and production of existing and new communications vehicles for the print and broadcast media and internal audiences.

*Keep abreast of developments within Duke Medicine and Duke University, with a special focus on research and clinical care; anticipate and alert Chancellor and senior administration to major issues in the external environment which may affect the institution's programs and reputation.

*Advocate for modern and cost-efficient technology for communication functions, with an emphasis on Web-based communications.

*Coordinate with the Chief Human Resources Officer to implement human resources priorities consistent with Health System goals and work culture; provide leadership, direction, vision and sound management practices and policies; promote professional staff development and advancement. Develop and implement protocols for staff evaluation by external and internal constituencies.

*Work closely with Duke Medicine and Duke University leaders to establish and support institutional priorities and goals. Contribute to strong, team-oriented relationships with other units, and develop and maintain strong liaison relationships with relevant academic and administrative offices; is an active participant in the management group of the University's Senior Vice President for Public Affairs and Government Relations.

*Perform other related duties incidental to the work described and assigned by the Chancellor/ President-CEO of the Health System.
