General Description of the Job Class

To support the development of Duke relationships with referring providers and affiliated programs that positions Duke as the preferred provider of care that cannot be managed in the community setting. Duties are defined based on the specific area of responsibility

Duties and Responsibilities of this Level

Medical Liaison:

Serve as representative to community providers in assigned geographical regions in support of DUMC and its clinical programs.

Consult with DUMC faculty and staff to obtain information on teaching and research activities to distribute to referring providers.

Represent DUMC and DUH to local and regional providers and promote a positive relationship regarding medical and research activities and programs.

Document findings; provide market intelligence from the referral community.

Assist the Director to ensure that first-rate clinical research, education and quality management programs are in place in sites that are part of the Duke network; assist in developing and marketing a comprehensive continuing medical education program (CME).

Clinical Contract Services:

Develop and negotiate sound clinical business contracts on behalf of the Duke University School of Medicine, the Private Diagnostic Clinic and Duke University Health System.

Develop contract content for new agreements relating to clinical service delivery, educational, clinical program and clinical consulting services from proposed development to execution of the applicable agreements.

Identify and resolves standard contractual concerns with key internal constituents and external clients that may affect services being provided by Duke, DUHS and/or the PDC. Identify and negotiate solutions to standard clinical services contracting issues with both internal and external customers.

Perform periodic scheduled reviews of executed agreements from compliance, operational, legal, risk and business perspectives and work with appropriate parties to amend and revise as necessary.

Draft and review educational/training program contracts enabling Duke SOM students and residents to participate in clinical training rotations at non-Duke medical practices and institutions.

Educate internal customers regarding policies, procedures and standards; perform proper record keeping of contracts within the Clinical Contracts Database and paper files.

Compile and develop reports of contract related data. Collect and organize contract data to analyze contracting and clinical service activity for Duke/DUHS/PDC to determine methods of developing clinical relationships and achieving defined financial outcomes.

Facilitate the development of services and programs using the contractual process as a tool to ensure compliance with operational, clinical, compliance, risk management, legal standards, regulatory agency requirements and policies. Negotiate service contract terms and conditions with internal and external customers.

Required Qualifications at this Level

Education

Work requires a background generally equivalent to a bachelor???s degree in a business related field.

Experience

Work requires four years related business experience in healthcare business, management, healthcare legal affairs, institutional administration and/or related administrative fields

Degrees, Licensure, and/or Certification

Bachelors degree

Knowledge, Skills, and Abilities

Skills necessary to coordinate the administration of contracting services to monitor and enforce institutional guidelines concerning clinical contracts.

Demonstrated knowledge and experience in the development and execution of effective contract negotiation strategies.

Demonstrated knowledge of commercial contract terms and conditions with particular emphasis on the protection of intellectual property, indemnification, confidentiality and minimizing liabilities and risks.

Core competencies include: collaboration and team building skills, leadership skills, excellent planning and organizational skills, effective and efficient decision-making skills; and strong analysis and judgment skills.

Excellent written and oral communication skills, excellent interpersonal skills, demonstrated ability to be effective in a matrix management organization.
