General Description of the Job Class

Responsible for development of and maintenance of new DUHS health system emergency preparedness plan. Provide executive and senior level guidance on current and future entity level emergency preparedness activities and overall readiness/compliance. Serve as the Duke Health Representative at the Federal, State and Local level to Top Academic Medical Center Emergency Management Consortium, NCHA Emergency Preparedness Council and Durham County Local Emergency Planners committee. Serving in a leadership position on these councils when available.

Duties and Responsibilities of this Level

Design, develop and manage the Office of Emergency Preparedness and Business Continuity. Oversight of office staff, programs, and activities.

Define and implement (annually) a consistent structure, process and alignment of risk assessment methodologies for DUHS entities: Hazard Vulnerability Assessments/ Business Impact Analyses.

Standardize and maintain DUHS emergency preparedness and business continuity entity level emergency operations plans.

Develop and maintain the DUHS disaster response concept of operations and emergency preparedness plan.

Provide real time information and guidance to senior and executive level leaders (including DUHS Critical Incident Management Team) of emergency preparedness planned events, exercises/drills, and actual emergencies/disasters.

Responsible as primary contact and point person for any Federal, State, or local grants.

Define, standardize, and ensure the implementation of required number/type of training/drill activities across corporate infrastructure.

Develop, implement, and serve as the chair of the DUHS Emergency Preparedness Council (new committee) for the oversight of emergency preparedness activities.

Identify, evaluate, and plan for health system risks that would neccessitate the use of long term business continuity plans.

Develop and maintain a consistent approach for DUHS planned and unplanned IT downtime events. To include backup communications, computer applications, and resources.

Serve as the expert resource for health system emergency preparedness and business continuity related events and issues.

Required Qualifications at this Level

Education

Work requires a Master's degree in business, health administration, or related field

Experience

5 years experience in health administration or similar role with a minimum of 3 years in Emergency Management.

Degrees, Licensure, and/or Certification

Hazardous materials operational certification preferred.

Knowledge, Skills, and Abilities

Expert knowledge of emergency preparedness and business continuity functions. Excellent organizational, oral and written communication skills, problem solving, program development, computer skills, strong leadership, and team building skills. Ability to work with a variety of disciplines and levels of staff across departments and health system as well as personnel from outside organizations is required.
