General Description of the Job Class

The Chief Nursing Information Officer (CNIO) is responsible for strategic and operational nursing and allied health professional leadership in the development, deployment, re-engineering, optimization, integration, and maintenance of clinical information systems to support clinicians and patient care across all care settings within DUHS. The CNIO will collaborate with the DHTS senior leadership team to steer DUHS??? utilization of clinical information systems consistent with the goals and objectives of DUHS??? clinical and strategic initiatives. The incumbent will collaborate with the Office of Quality and Patient Safety and the Chief Compliance Officer to ensure the practice of evidence- based and safe care that is compliant with regulatory requirements.

The CNIO leads nursing in the design and execution of technology-enabled process change that maximizes patient safety, quality of care and operational efficiency. This individual assists with the identification, evaluation, and assessment of new care delivery technology, developing recommendations on the impact of integration with existing workflows and systems.

The CNIO will also oversee nursing and allied health professional champions and super users as they participate in the ongoing optimization and maintenance of Maestro Care and all related clinical information systems. The incumbent will collaborate with the Associate CNO for Education to support clinical information systems training across DUHS.

Duties and Responsibilities of this Level

Together with the DUHS VP/CNE develops the nursing and ancillary strategic and operational priorities for clinical information systems and technology to support the effective, efficient and safe delivery of care.

Promotes evidence???based and efficient practices and technologies to support the work of the nursing and allied health professional staff. Establishes relationships with clinicians and advocates use of clinical information systems to support clinical decision support, evidence-based practice, and patient safety.

Acts as clinical lead for Health IT projects and teams. Foster the integration of efforts for system wide initiatives.

Leads assessment of requirements and implementation of strategies to meet current needs and future direction for nursing informatics within the organization, across transitions through the continuum of care.

Analyzes complex clinical operations, organizational structures, and care processes to facilitate decision making regarding nursing transformation. Utilizes the knowledge and skills of clinical practice to determine clinical functions that are suitable for computer applications and ensure information systems are consistent with professional standards of nursing and allied health professional practice.

Establishes and maintains effective communication within Nursing Services and Departments for Allied Health Professionals across DUHS. Serves as a consultant/resource to committees or personnel responsible for implementing corrective action.

Assures development and monitoring of nursing and allied health professional metrics, dashboards and other types of reporting needs.

Participates in pre and post implementation change evaluation, lead in needed process changes, and support nursing and allied health professional users in maintaining changed work flow and technological processes.

Participates in interdisciplinary process improvement teams to identify potential future uses of information systems and potential improvements in the current use of the systems.

Provides a leadership role and creates a vision for DUHS??? nursing informatics.

Provide capital and operational budget recommendations relating to required technology equipment in the clinical areas.

Ensures compliance by nursing and Allied Health Professional staff with regulatory agencies such as Joint Commission, NC Dept of Public Health, etc. in the use of clinical information systems. Develops and maintains procedures necessary to meet these regulatory requirements.

Collaborates with Associate CNO for Education, nursing educators and other training professionals in the Department of Nursing and DHTS to to assure adequate training and education for the DUHS clinical staff on the computer applications used in the delivery of patient care and the electronic health record (EHR).

Oversees nursing and allied health professional champions and super users to ensure they support the effective and efficient execution of the goals above. Provides direction and support to nursing and allied health professionals informatics staff in developing their capabilities. Serves as a role model throughout the organization by continuously demonstrating value, encouraging innovation, and supporting reasonable risk-taking, being open to new ideas and keeping up to date in the field.

Provide presentations (as a representative of DUHS) at national and regional conferences. Develops and promote body of research through publishing and frequent national level lecturing and presentations.

Keeps abreast of nursing and allied health professional informatics literature and best practices.

The CNIO and his/her nursing informatics team will assume clinical ownership of all applications and technologies used by the department of nursing, including Maestro Care, Vocera, Rover/Handheld apps, iSorona.

Required Qualifications at this Level

Education

Graduate of an accredited Baccalaureate Program in nursing.

Master???s degree in Nursing, Management Information Systems/business Administration or healthcare related field.

Doctorate preferred

Experience

Requires at least 10 years of relevant health care experience with at least 5-7 years in implementation, redesign or process work that includes clinical system redesign, and at least 5 years experience as nurse leader for multiple clinical projects, large multi-faceted projects and/or nursing leadership. Experience within an academic medical center setting required. Extensive experience with the Epic system required. Information technology management experience strongly preferred.

Degrees, Licensure, and/or Certification

Current or compact RN licensure in the state of North Carolina required.

Nurses hired into leadership positions must obtain a nursing leadership certification within one year of hire.

Formal training and education in Nursing or Clinical Informatics and ANCC Informatics certification within 2 years from date of hire.

Knowledge, Skills, and Abilities

Proven strong, dynamic leadership skills, with proven abilities to manage across various levels of the organization, including matrixed divisions.

Demonstrated effectiveness in leadership through broad collaborative skills, deliberate decision making and effective delegation and follow up.

Deep knowledge of new technologies and their impact and/or value to nursing practice. Comprehensive knowledge of healthcare information systems and understanding of clinical applications and related technologies.

Executive presence with ability to present technical information clearly across a variety of stakeholders.,

Strong knowledge of current/evolving nursing/patient care delivery models and challenges, hospital operations, human resource process, healthcare finance, payment systems, patient safety, compliance, and continuum of care.

Strong planning, organization, critical thinking, decision-making and communication (verbal and written) skills.

High degree of confidentiality, maturity, tactfulness and business ethics.

Accomplished team oriented leader with strong interpersonal skills and demonstrated achievements in leading clinical and technical teams.
