General Description of the Job Class

Responsible for setting the quality agenda and managing the relationships among the various physician activities of the Duke University Health System (DUHS). Provide leadership in the alignment of physicians and physician services with health system strategic plans and clinical program priorities. Lead the development of the health system???s clinical quality agenda, including consistent performance targets and metrics, setting a standard of care, measuring and improving clinical outcomes, and disseminating best practices. Chair key physician committees aimed at both alignment of clinical programs, integration of standards of care, and driving continuous improvement of quality including: Clinical Quality Committee, Medical Affairs Committee, and CMO/CNO Council (co-chaired by Chief Nursing Officer). Serve as a primary liaison to the DUHS Board???s Patient Safety and Quality Assurance Committee, working closely with the Chief Patient Safety Officer and the Committee Chair in that regard.

Duties and Responsibilities of this Level

Strategic Alignment of Physician Services of DUHS

Convene physicians via identified committees to develop consistent standards for care delivered by any DUHS-affiliated physician.

Articulate goals for the DUHS physician components and networks and defining the benchmarks for measuring success.

Assure that the clinical environment in which physicians practice is supportive of Duke Medicine???s academic missions in education and research

Define and align physician provider networks throughout DUHS in support of the health system???s strategic plan.

Assure representation of DUHS physician organizations in all facility/physician integration activities.

Facilitate appropriate physician participation to ensure physician perspective and buy-in to networking and new business development activity.

Lead the development of consistent credentialing standards and processes across DUHS.

Clinical Performance Improvement:

Work with all elements of the health system, with a focus on physicians and nurses, to take a leadership role in developing quality metrics based on standards of care. This effort will need to include developing a leadership role with national organizations developing quality measures and educating/leading our clinical entities (medical staffs, hospitals and clinics) in defining and measuring best practices in their local environments.

Work with leaders of clinical research and clinical measurement and information systems to position Duke as a national leader in integrating measures of clinical quality, patient and provider satisfaction and finance, into a composite information dashboard that can facilitate decision-making across the health system.

Monitor patient satisfaction reports and results (Press Ganey and others) and develop plans by which DUHS physicians can contribute to improvement of patient satisfaction with clinical services in DUHS???s health care facilities, together with the EVP, CNO and hospital CEOs.

Lead quality improvement processes aimed at driving highest level performance on CMS/JCAHO Hospital Quality Alliance metrics, LeapFrog criteria, and other pay-for-performance opportunities that present themselves, in collaboration with physician and executive leaders of the health system.

Monitor access to clinical services and work with appropriate leaders to remove barriers and facilitate referrals and patient flow to health system services.

Relationship Management with DUHS Physicians: Work with physician and executive leaders to identify key market trends affecting physicians and developing recommendations to address those trends.

Develop a strong working relationship with all DUHS-related physicians (i.e., PDC, DUAP, hospitalists, community medical staffs), enabling the VPMA to focus physician leaders across DUHS on developing and implementing care delivery strategies that require the cooperation and/or leadership of physicians.

Create a physician leadership plan to identify, develop and mentor future physician leaders across the enterprise (CMOs, medical directors, etc.).

Develop and implement physician communication strategies that inform, link and bond health system physicians among themselves and with the health system, including forums that promote information exchange, collective purpose and socialization.

Primary Responsibility for Relationship Management with Veterans Administration VISN and Durham VA Medical Center: Chair the VA Affairs Steering Committee to assure coordination of Duke???s many interactions and contractual relationships with the VA System

Work with the Chief Strategic Planning Officer to identify future business development opportunities with the VA (e.g. national center of excellence for VA patients in targeted specialties)

Establish a close working relationship with the leadership of the School of Medicine to assure appropriate attention to the academic missions

Primary Oversight of Duke Medicine???s Graduate Medical Education Programs:

Partner with the CEO of DUH in shared oversight of Duke???s GME program Establish effective protocols for management of Duke???s GME program in consultation with leadership in the Health System and School of Medicine

Oversee the activities of the GME Office to assure compliance with all agreements, regulatory requirements, and budgetary commitments

Perform other related duties incidental to the work described herein.

Requires an M.D.

Experience

Physician leader with successful experience in guiding multi-disciplinary clinical program activities Background in academic medicine with experience in clinical epidemiology, outcomes/quality measurement and/or clinical research Excellent communicator with demonstrated track record in fostering collaboration and building consensus to achieve collective objectives

Experience with and appreciation of community-based medical practice.

Current Duke experience preferred OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE
