General Description of the Job Class

A highly visible and hands-on leader, the Chief Operating Officer(COO) provides day to day leadership and guidance to ensure the advancement of the mission and optimal operating effectiveness of Duke Raleigh Hospital across both inpatient and outpatient services. The COO reports to the President/CEO of Duke Raleigh Hospital and is responsible for planning, organizing, directing, and monitoring the day-to-day operations of the organization. The COO will work collaboratively with other members of the senior leadership team (CHRO, CMO, CFO and CNO) and members of the medical staff to oversee the operational and clinical management functions of this organization.

Specifically, the COO will provide leadership and/or influence in operational and clinical improvement, service line growth, market growth, care management, process improvement and expense management, while working with leaders within the hospital to ensure the safe delivery of the quality care and service for which the hospital has long been widely recognized. The COO will provide leadership in the development and implementation of operational and growth goals and will work in partnership with the other members of the senior leadership team to achieve targeted objectives in quality, safety, service, patient experience, employee and medical staff engagement. The ability to use information and data to drive operational change and process improvement and to ensure accountability in the clinical and administrative decision-making process will be essential. Through empowered leadership within a collegial team-based culture, the COO will create an atmosphere that enhances employee, patient, and physician satisfaction while delivering cost effective, accessible, and high quality, high value healthcare services to the community and the region.

Duties and Responsibilities of this Level

A commitment to the successful execution of multi-year strategies and system-wide goals that improve clinical quality and safety, seize growth opportunities, enhance the patient experience, ensure value-driven and efficient use of resources, the training and development of the workforce, develop stronger alignment with the medical staff, and provide new and enhanced services that respond to community needs as well as differentiate Duke Raleigh Hospital in a competitive and dynamic regional market.

Provide straight-forward and transparent leadership and guidance in improving operational performance, promoting real-time problem solving, while developing and deploying a results-oriented, accountable, responsive, and accessible leadership and management team.

Facilitate an institutional mindset for clinical innovation through business processes and performance measures. Provide leadership and guidance in the development of effective accountability systems which link individual, departmental, organizational, and system-wide priorities, goals, and objectives. In this context, help promote an organizational-wide culture which is responsive, results oriented, efficient, and accountable

Promote and support physician alignment activities that 1) recognize and communicate the importance of partnering with physicians, 2) actively involve medical staff in key decision-making and core program development, 3) engage physicians in defining and pursuing patient quality and performance improvement initiatives, and 4) acknowledge and promptly respond to the day-to-day needs and concerns of the medical staff.

Pursue service line growth and network/referral development strategies, which leverage the size, clinical strengths, resources, and reputation for quality and service of Duke Raleigh Hospital and its medical staff.

Lead or oversee initiatives such as productivity management, LEAN process improvement, benchmarking, revenue enhancement, and throughput improvement in order to assure that ongoing programs are in place to control and reduce costs where possible, while concurrently providing the highest quality of patient care.

Actively engages management team and staff to support culture and goals of providing the highest level of clinical care including meeting HCAHPS targets, as well as identifying a physician partner(s) who will champion patient experience initiatives.

Proactively anticipate and respond to changes in the economic, healthcare and regulatory environments which could impact departmental financial, service, community, regulatory and leadership development goals

In partnership with the CEO and clinical and administrative leadership, ensure that the operational and budgetary management systems and processes are in place to meet and maintain annual organizational goals in achieving 1) exceptional clinical outcomes; 2) exceptional patient, employee, and physician satisfaction; and 3) exceptional financial outcomes (meet or exceed budget targets). Prioritizes the utilization of resources for safe and successful operations.

Develop effective communication mechanisms with the medical staff working collaboratively with physicians and engaging them in appropriate committees and task forces within the Medical Center.

Continually foster open and ongoing communication and flow of information amongst and between medical staff, employees, and administration.

Appreciates that he/she is an integral leader in a greater enterprise and, as such, will be eager to think and participate in a system context.

Provide leadership, direction, and education in the recruitment, ongoing assessment, mentoring, and development of a high performance, accountable, results oriented, visible, and responsive leadership team.

In partnership with membership of the executive leadership team, work to create a culture of leadership in which problem-solving and decision- making are collegial, decisive, action-oriented and associated with appropriate time lines and accountabilities. As well as promote and assist in ensuring a cultural of inclusion and diversity within the hospital's operations.

Required Qualifications at this Level

Education

A master's degree in health or hospital administration, business administration, or a related field is required; or equivalent experience.

Experience

A minimum of seven (7) years of experience in hospital operations including a minimum of five (5) years of progressive administrative/ leadership experience, with extensive knowledge of current healthcare administration principles and practices.
