General Description of the Job Class

The Assistant Vice President for Hospital Operations, will provide overall organizational leadership for performance improvement, capital, and strategic planning for the health system. Within Duke University Hospital, this position will provide administrative direction and oversight for Sterile Processing and Charge Capture for the entity service line.

This position will develop and foster effective collaboration between clinical departments and other affiliated services to ensure an integrated approach to providing services, and fulfilling our clinical, research and educational goals and objectives. Function as an effective liaison and intermediary between Nursing Administration, entity and health system leadership, and the various clinical departments who are primary stakeholders. Develop new business strategies to enhance market share and improve overall performance. Serve as a resource to help reduce costs, enhance revenues, achieve effective utilization and quality goals and objectives, analyze and utilize information to develop and support management decisions. In general, facilitate the core business of the service line to ensure effective and efficient delivery of clinical care. Communicate key information to the stakeholders of service areas with respect to managed care, marketplace needs, cost management, and customer-focused programs and services. Lead and support key committees pertaining to these service areas. This position will also provide oversight for any renovations in the area of responsibility including coordination of the CON process, capital planning, vendor/contract management and alignment of resources. Coordinate the determination of fiscal requirements of assigned departments and review budgetary recommendations (capital and operating): monitor, verify, and reconcile expenditure of budgeted funds.

Duties and Responsibilities of this Level

Oversee and manage the administration, coordination, performance and monitoring of operational and business activities of the entity, working collaboratively with senior administrative and physician leadership.

Ensure the development, implementation and compliance with applicable DUHS policies and procedures.

Maintain liaison with all levels of administration, physicians and outside organizations to coordinate entity business, accomplish directives and facilitate the resolution of problems. Responsible for the management of the operational department budgets including the analysis of expenses and monthly reports, and the creation of an annual budget. Create and communicate budget reports. Monitor, verify and reconcile expenditure of budgeted funds.

Ensure consistent and accurate interpretation and application of human resource policies and procedures. Interpret and administer policies pertaining to the recruitment and retention of employees. Manage various personnel issues.

May lead and manage process improvement projects that deliver a measurable impact on quality, safety, efficiency, and patient satisfaction. May also work closely with clinical and administrative leadership to identify improvement priorities and goals, and partner with them to deliver improvements to clinical and operational processes. May implement and manage clinical procedures and regulatory processes relating to patient flow and budgets including the regulatory affairs, professional fees, billing and insurance, the maintenance and retention of related records.

May analyze operations and needs to determine potential enhancements or improvements to clinic procedures and activities. Recommend appropriate actions or solutions consistent with overall goals.

Responsible for leading business development activities including coordinating the design and production of marketing materials, managing advertising and other promotional campaigns, and/or coordinating the up- fitting or renovation of Duke facilities.

Required Qualifications at this Level

Education

Work requires a Master's degree in a related field; or equivalent experience.

Experience

Work requires a minimum of 5 years experience in responsible hospital operations including at least three years at the administrative leadership level.
