General Description of the Job Class

The Assistant Vice President for Sourcing and Supply Chain will provide overall organizational leadership for all strategic sourcing, contracting, value analysis and related analytics for both Duke University and the Duke University Health System (DUKE). This position will provide executive leadership, prioritization, coaching, mentoring and focused administrative direction and oversight for the strategic sourcing responsibilities related to all controllable spend and across contracting, policy execution, direct expense reduction and cost containment for Duke. Responsibilities will include strategic sourcing leadership for all service lines, including, but not limited to, medical-surgical, complex physician preference items, pharmacy, the group purchasing and aggregation group relationship, pharmacy, purchased services, information technology, capital aggregation and any other general goods and services. The Assistant Vice President for Sourcing and Supply Chain will need to be a high energy, highly organized and analytically focused individual, who has strong interpersonal and influencing skills across a continuum of University based leaderships, Health system leaders,physicians and clinical care providers, as well as national and local supplier relationships.

This position will develop and foster effective collaboration throughout Duke, including, but not limited to, all DUHS clinical departments, and other affiliated services to ensure an integrated approach to fulfilling Duke clinical, research and educational goals and objectives. Function as an effective liaison and intermediary between Procurement and Supply Chain and all department leads and administrators, physicians, University entity and health system leadership, and the various clinical departments who are primary stakeholders. Develop new business strategies to enhance market share and improve overall performance. Serve as the executive level Procurement leader responsible for reducing operating expense, enhance revenues, achieve effective utilization and quality goals and objectives, analyze and utilize information to develop and support management decisions. In general, facilitate the core business of the service line to ensure effective and efficient delivery of clinical care. Communicate key information to the stakeholders of service areas with respect to contracting, cost management, and customer-focused programs and services. Lead and support key committees pertaining to these service areas. This position will also provide oversight for any budgeting, capital planning, vendor/contract management, analytics, benchmarking and alignment of strategic sourcing and related resources. Coordinate the determination of fiscal requirements of assigned departments and review budgetary recommendations: monitor, verify, and reconcile expenditure of budgeted funds.

Duties and Responsibilities of this Level

Oversee and manage the administration, coordination, performance and monitoring of operational and business strategic sourcing and related activities of the entity, working collaboratively with senior administrative and physician leadership.

Serve as a primary point of contact in regard to all strategic sourcing and value analysis roles, responsibilities and initiatives with all levels of Duke, including administration, physicians and outside organizations to coordinate entity business, accomplish directives and facilitate the resolution of problems. Responsible in supporting the Vice-President Procurement and Supply Chain for the management of the operational department budgets including the analysis of expenses and monthly reports, and the creation of an annual budget. Create and communicate budget reports. Monitor, verify and reconcile expenditure of budgeted funds. Responsible leadership for all annualized strategic sourcing roadmaps and savings plans. Supports all margin improvement efforts across Duke.

Ensure consistent and accurate interpretation and application of human resource policies and procedures. Interpret and administer policies pertaining to the recruitment and retention of employees. Manage various personnel issues.

Develops and executes comprehensive business plans targeted to support customer service, physician relationships, and system cohesiveness. Responsible for education, collaboration and execution of contracts and support services programs in accordance with Procurement and Supply Chain policies and procedures. Plans, implements, and monitors programs which focus on optimal, cost-effective use of supplies and services throughout the system. Responsible and accountable for information delivery strategy and execution of effective metrics and tools to identify and track critical Procurement and Supply Chain performance measures that support business decisions, create best practice standards, and drives best practice adoption across the enterprise. Develops short and long term plans relative to the Duke initiatives, ensuring complete integration and implementation of corporate supply and purchased services contracts, and operational systems.

Directs overall relationships with the vendor community, including benchmarking analytics. Accountable for the active practice of service excellence standards across all stakeholders in order to anticipate and meet customer needs. Accountable for understanding market trends, best practices and strategies and incorporating into a Duke based strategic roadmap and value plan.

Provides leadership and accountability in managing any group purchasing organization relationship, including aggregation group, via the use of national benchmark indices, roadmap and overall economic benefit plan. Provide leadership for collaboration with national benchmark indices and best practice counsels. Responsible for managing and advancing the overall GPO relationship and strategy, as well as the same for any product aggregation groups.

Leadership responsibility around product standardization and the overall improvement in utilization and market share agreement compliance. Prominent leadership role and influencer in all applicable physician compliance and product utilization meetings and reviews.

Responsible for leading an aggregated strategic sourcing roadmap across Duke that capitalizes upon aggregation. Responsible for all service agreements that are either equipment or service related obligations. In addition, responsible Procurement and Supply Chains involvement and participation in Dukes value analysis process,

Facilitates a continuous employee feedback process to enhance work processes. Directs assigned staff in a manner consistent with organizational policies and values. Ensures that personnel management is consistent and equitable among employees in accordance with Dukes policy and procedure. Ensures the recruitment and retention of competent staff to ensure the business operations of the service line team. Responsible for team development. Responsible for leadership related to the training and continued education and certification for all sourcing related associates.

Improves operating efficiency and reduces operating costs for Duke by developing and implementing consistent contracts, purchasing processes, procedures, and programs. Develop and execute complex contracts with key suppliers applying consistent contractual terms and conditions across the supply network. Directs Service Line Team to identify and recommend potential opportunities for cost containment, while anticipating market trends.

Promotes and supports the participation of staff in applying the principle/model of continuous improvement to improve existing processes and enhance the effective utilization of resources. Encourages the development of improved processes and expanded use of metrics via information technology. Responsible for the positive contribution to overall associate culture and inclusion.

Required Qualifications at this Level

Education

Position gernerally requires a Master degree in a related field; or equivalent experience.

Experience

Position requires a minimum of 15 years in healthcare supply chain experience demonstrating progressive increases in responsibility and scope including at least three years' experience collaborating with physicians and administration. Previous vendor or group purchasing experience preferred.

Degrees, Licensure, and/or Certification

Bachelor degree in Business, Healthcare Administration, Supply Chain Management, Nursing or related field. A MBA/MS considered a plus.

Knowledge, Skills, and Abilities

Outstanding presentation and communication skills, must be effective public speaker that can present to all levels of executive, operational, and clinical leadership.
