General Description of the Job Class

The Vice President of Clinical Services for Duke University Hospital is responsible for the development and oversight of high quality, cost- effective, and integrated hospital programs among multiple clinical or non-clinical support departments and/or a Clinical Service Unit (CSU). The VP will exercise leadership and management responsibility over all functions within this management portfolio ensuring efficient services that are designed to meet the needs of patients, physicians, the public, and staff. The VP for Clinical Services will provide oversight and direction in establishing and maintaining a system for developing, reviewing, approving and disseminating standards of clinical practice; quality, education, advanced practice, clinical operation within CSU making recommendations on policy issues regarding clinical practice. Specific areas of responsibility may include:

- Clinical Service Units

- Service Lines

- Hospital based clinics

- Clinical support departments such as Radiology, Pharmacy, etc.

- Non-clinical support departments such as Environmental Services, Food Services, etc.

- Administrative programs such as capital budgeting, Administrative Fellowship Program, etc.

- Liaison responsibilities across the organization (i.e. Hospital School, Corporate Services)

Duties and Responsibilities of this Level

The VP for Clinical Services, DUH, will work collaboratively with the medical, nursing, and administrative leadership of aligned clinical departments, the School of Medicine, Duke University Health System administration, and the Private Diagnostic Clinic in an interdisciplinary, matrix manner to develop and implement well-balanced clinical programs (coordinated with the DUH academic and research missions) designed to ensure that DUH is the provider of choice. The role has facilitative characteristics and requires significant leadership, mediation, political, and negotiation skills and abilities. The VP will be accountable for the overall success of their portfolio. He/she will lead and oversee the development of the vision/strategic plan, and create the organizational infrastructure to include systems and human resources, program and service development, facility resources, quality, utilization, fiscal, compliance and clinical management measures, marketing and public relations programs, managed care product development and relationships, outreach strategies, and internal communication and consensus-building. He/she will ensure that Duke's disparate resources are focused enterprise-wide on optimally satisfying the health care needs of those we serve.

Included among the responsibilities, functions, and expectations of the VP, Clinical Services:

- Develop and foster effective collaboration between clinical departments and other affiliated services to ensure an integrated approach to providing services, and fulfilling our clinical, research and educational goals and objectives.

- Develop clinical policies, procedures and programs to assure quality services and compliance with State/Federal regulations and current standards of practice.

- Plan and direct data-driving and proactive quality improvement programs to improve the overall quality of care delivered to patients.

- Promotes and achieves operational and financial performance through strategic planning, implementation, and evaluation in collaboration with key operational partners.

- Provide oversight and direction in establishing and maintaining a system for developing, reviewing, approving, disseminating, and assuring the quality of standards of clinical practice. Provides regular managerial, clinical, budgetary and education consultation to the assigned area of practice.

- Assure progressive clinical excellence through oversight of orientation, training and competency validation processes.

- Assure effective communication and coordination of initiatives among various councils of the CSU, the nursing infrastructure and other hospital medical staff committee councils, and work groups. Works collaboratively with nursing executive leadership to develop and implement standardized clinical models.

- Function as an effective liaison and intermediary between Nursing Administration, DUHS Administration, the Private Diagnostic Clinic, and the various clinical departments who are primary stakeholders in the CSU.

- Facilitate a highly-matrix approach in the development of these services, and display an ability to work effectively within the health systems decision making and organizational structures.

- Represent these service areas to the external market, as well as internally through the application of community relations and marketing activities.

- Develop new business strategies to enhance market share and improve overall performance.

- Work with leadership teams throughout the hospital, serving as a resource to help reduce costs, enhance revenues, achieve effective utilization and quality goals and objectives, analyze and utilize information to develop and support management decisions. In general, coordinate the delivery of clinical care related to these areas in conjunction with the Chief Medical Officer and Chief Patient Care Services Officer, among others.

- Communicate key information to the stakeholders of these service areas with respect to managed care, marketplace needs, the competitive environment, cost management, and customer-focused programs and services.

- Expand Duke's outreach activities and referral networks to ensure effective partnerships are formed which will facilitate the development of a comprehensive and geographically dispersed integrated health care system.

- Lead and support key committees pertaining to these service areas.

- Oversee any renovations in the area of responsibility.

- Coordinate the determination of fiscal requirements of assigned departments and review budgetary recommendations (capital and operating): monitor, verify, and reconcile expenditure of budgeted funds.

- Perform other related duties incidental to the work described herein as may be assigned or delegated.

Required Qualifications at this Level

Education

Master's degree required. Must hold either a BSN or MSN. Doctorate preferred.

Experience

Seven years of progressive nursing leadership experience is required including at least 5 years of experience in a leadership/management role.

Degrees, Licensure, and/or Certification

Must have current or compact RN licensure in the state of North Carolina.

Nurses hired into leadership positions must obtain a nursing leadership certification within one year of hire.
