Provide oversight and management assistance to Associate Vice President, Finance and Controller in the oversight of funds from external sources for the support of sponsored programs; manage external cost reimbursement functions for Duke University; coordinate preparation, submission and negotiation of federal facilities and administration reimbursement rate (F&A rate) proposal as well as submission and negotiation of annual fringe benefit reimbursement rate proposal.
Provide oversight to four direct reports including two Associate Directors.
Direct and coordinate receipt and accounting of funds from Federal agencies, industry and private foundations for support of University sponsored programs; provide costing and financial compliance leadership for the development of applications for grants and contracts, the monitoring of funds to ensure receipt and disbursement according to terms of grants or contracts, and the submission of fiscal reports as required.
Deliver guidance to principal investigators and research administrators to ensure contracts and grants remain in accordance with University policies and sponsor requirements regarding cost allocations, records, reports controls and conditions governing expenditure of funds; maintain effective liaison with Federal auditors to facilitate audit of University records and resolve noted discrepancies.
Coordinate with support staff the development and successful negotiation of the Universities Facilities and Administrative (F&A) rate agreement with Department of Health and Human Services and maintain indirect cost principles in accordance with the Federal Uniform Guidance (2 CFR 200) and related regulations.
Update and maintain the Cost Accounting Standards Board Disclosure Statement (DS-2) for Duke University.
Keep abreast of changes in University accounting practices and procedures that may impact CASB DS-2. In collaboration with the AVP, Finance and Controller, provide advice and assist with communication related to the impact of proposed costing legislation and regulatory initiatives and assess the regulatory impact on the CASB DS-2 and internal business processes.
Provide oversight of the personnel and systems to manage the University's sponsor audit, subaward management, sponsored effort coordination and costing compliance functions.
Develop strategic initiatives to increase Federal costing policy awareness within the institution, ensure compliance through development of policies and procedures, and coordination of training with University Administrators.
Accomplish special projects in support of Financial Services and Cost & Reimbursement Accounting objectives.
Supervise staff to accomplish responsibilities listed above.

| Education/Training: | Work requires thorough knowledge of accounting and finance principles generally acquired through a bachelor's degree in accounting, business or a related field combined with the successful completion of a certified public accountant status or an equivalent designation. An advanced degree in a related field is preferred. |
| Experience: | Work requires ten years professional experience in cost accounting, auditing, and/or post-award administration. Desire experience with Facilities & Administrative Cost Proposal preparation/negotiation and Comprehensive Rate Information System (CRIS database software program). OR ANY OTHER EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE |
