Occupational Summary

Responsible for (or delegation of) all management and coordination of all Corporate Tax functions (including personnel); oversight of third party providers, providing services related to all tax deposits, withholding, and reporting obligations; and providing guidance to the University, Health System and all supporting organizations regarding all types of tax issues.

Work Performed

Serve as the in-house tax advisor for University and Health System regarding all tax questions.

Research and report out on all tax implications for the University, Health System, and supporting organizations.

This includes working with in-house lobbyist and counsel on issues that will affect the University, Health System and their employees, students and patients.

Present issues or coordinate educational sessions on important changes in tax matters to Duke community.

Coordinate with external tax advisors and preparers on various matters.

In particular, responsible for gathering and providing information to tax advisor/preparer as well as disseminating information from tax advisors/preparers to Duke community.

External tax advisors and preparers are often used in international and multistate tax topics.

Review contracts, policies, memos, and agreements for tax implications, whether for the University, Health System, supporting organizations or employees involved.

Review Forms 990, 990-T, and related state forms prior to submission. Ensure information is gathered and presented appropriately.

Ensure Forms 990, 990-T, and related state forms are submitted to the appropriate governmental agencies for the University, Health System and all supporting organizations, including those prepared by external tax preparers.

Present return to the University Board of Trustees and Health System Board of directors and all supporting organization boards.

Coordinate year-end preparation of various tax forms (W-2, 1099, 1042-S) and transmit to IRS, Social Security Administration and State of NC, VA and other states (as necessary).

Ensure (and review as necessary) various taxes and filings to the appropriate federal or state entities monthly, quarterly, or annually, as necessary, occur timely.

The various tax matters attended to by this office include but are not limited to: income tax, payroll tax, sales tax, property tax, value added tax, stamp tax, unclaimed property, excise tax and refunds of many of the aforementioned.

Ensure appropriate FBAR filings for the University, Health System, supporting organizations and coordinate with employees that hold signature authority over Duke accounts; and, serve as the primary liaison with federal, state, and local taxing authorities.

Coordinate, in conjunction with counsel as necessary, audits for the same.

Coordinate with internal departments to ensure gathering of information to submit tax deposits and filings accurately, efficiently and timely; keep abreast of current tax standards; communicate changes to Corporate

Tax staff and affected University/DUHS community as appropriate; and ensure compliance with established practices and implement new policies as needed.

Required Qualifications at this Level

Education/Training:

Responsibilities require a bachelors degree in Accounting, Business Administration, or a related field. CPA preferred

 

Experience:

Work general requires a minimum of ten years experience in an accounting or payroll environment, preferably with a strong focus on tax matters, OR an equivalent combination of relevant education and/or experience.
