Occupational Summary

The Executive Director provides leadership and visibility to the University and Health System efforts to ensure an accessible, hospitable working and learning environment for people with disabilities; coordinates and oversees the implementation of programs and procedures that brings the University and Health System into full compliance with federal and state regulations; and ensures continued compliance with the Americans with Disabilities Act (ADAAA), 2020 DOJ Regulations, 2011 EEOC Regulations, EEOC Settlement Letters, current and continuing DOJ Settlement Agreement requirements, OCR Resolutions and mediated agreements with students, employees, and visitors.

This position interfaces with every organization unit of the University and Health System, but particularly the following (a) administrators in each school; (b) human resources professionals in employment, job accommodations, benefits, and Workers' Compensation; (c) professional staff in Student Affairs and the academic deans; (d) facilities management; (e) Parking and Transportation; (f) engineering and operations; (g) Office of Information Technology; (h) Athletics; and (i) Liaisons with the Duke University Health System affiliates.

Work Performed

Develop a program of educational activities designed to increase awareness and develop competency in managing disability issues that affect students, faculty, staff and visitors to the University and its affiliates.

Ensure standard practices and procedures for responding to request for accommodations and for the resolution of related disputes.

Identify, guide and support individuals across the University who have functional responsibility for operations that impact our compliance responsibilities under Sec. 504 and the ADA.

Facilitate prompt and appropriate responses to requests for accommodation by collecting and maintaining current information on adaptive technologies, personal assistance, and organizations that provide assistance or support.

Develop and disseminate informational materials on case law and government agency rulings and interpretations, as well as on University programs and services.

Provide limited direct assistance to individuals with disabilities when normal Duke channels are temporarily unavailable.

Maintain a record-keeping/documentation system for all disability complaints and requests for accommodation.

Ensure effective and timely assessment of University and Health System Facilities with regard to new construction, renovation and barrier removal.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training:

Requires either a law degree or a graduate degree in a relevant field.

 

Experience:

Requires a minimum of 10 years of management or administrative experience, at least five of which were spent in 504/ADA compliance in an institution of higher education.

 

Skills:

Knowledge of Section 504, ADA regulations, court decisions and agency rulings, and how they apply an academic setting.

Ability to design, administer and assess training activities at a level appropriate to the backgrounds of the intended audience.

Knowledge of assistive technologies and how to obtain them.

Ability to plan, organize, implement and manage a data/records system.

Outstanding communications skills; that is, the ability to write, speak, and present information effectively and persuasively in a wide variety of settings.

Ability to clearly articulate and present ideas, concepts, and suggestions to others in individual or group sessions; also includes demonstrating attention and conveying understanding of others' points of view.

Demonstrates the ability to quickly gain attention and respect from others including peers, cross-functional groups, superiors and subordinates.

Demonstrates the ability to analyze and solve complex problems and to deal effectively with changing conditions, incomplete data, or uncertainty.

Ability to reach the essence of complex problems quickly and generate effective courses of action.
