Occupational Summary

The Vice Dean for Finance and Resource Planning (VDRP) will be a senior member of the Dean's leadership team, reporting to the Executive Vice Dean for Administration. The VDRP's role is in part to oversee several functional areas with the School of Medicine (described below), but also to be a leader for the business manager community as well as the primary adviser and thought leader on financial strategic direction. This position will be a key liaison point between the University and the School of Medicine, with University Finance with other schools and institutes within the University.

Work Performed

Oversee several functional areas with the School of Medicine including: Finance Office, Resource Planning, Medical Education Administration, Clinical Integration.

In conjunction with Vice Dean for Clinical Affairs.

Oversight of the Administrative Development Group Examples of daily/weekly responsibilities.

Coordinate analytical requests relating to financial trends, gift disposition, endowments, grant trends, space efficiency, etc.

Resolve issues raised by faculty and business managers on matters related to finance, space, benchmarks, systems, etc.

Interact directly with Chairs on finance and performance questions, take ownership of the University board reporting process, provide timely management reports to Deans office.

Lead all budget discussions Negotiate difficult topics between departments/centers (e.g., moving faculty from a department to a center, including issues related to sharing of indirect and space assignment).

Present School financial information to leadership venues, faculty orientation sessions, manager meetings, etc.

Make decisions on complex financial methodologies involving patent income flows, inter-campus relationships, cost allocations.

Serve as the Schools primary evaluator of cost allocation value with the University and Health System.

Approve indirect cost waivers.

Participate on committees evaluating risk evaluation, effort reporting, SAP priorities, fringe benefits, etc.

Provide hands-on leadership with DCRI, CHAVI, Department of Medicine, University Institutes, Set core facility charges (working with University Finance).

Longer term responsibilities.

Set strategies for department coordination on issues related to finance or compliance, translating into new policies and procedures, etc.

Create a vision for improved financial reporting tools for the departments.

Work with the Vice Dean for Clinical Affairs to standardize key management practices within the clinical departments.

Maintain an on-going 5 year operating and capital plan for the School, and help formulate financial strategies and contingencies Understand the financial condition of the School as the trustees see the information, and translating these data to the Deans view and the departmental detail.

Lead financial redesign efforts relating to the methodologies for allocating central funds.

Work with the administrative programming group to establish programming priorities for the School.

Work with the DUHS Vice President for Administrations office and the Vice Dean for Basic Sciences on space planning and emergency issues.

Establish relationships with finance professionals in the departments, University and Health System, leading to increased trust and cooperation.

Work directly with the Senior Vice Chancellor and Dean on performance metrics for chairs and departments, relating to the financial allocation methodology and the chair incentive process.

Serve as a key thought leader in the clinical budget process, including the effort to create consistency of accounting practices in the clinical departments.

Build on the business manager community; serve as a leader in the development/training process for managers.

Continue to refine roles, responsibilities, and accountability methods for finance/accounting/management functions which cross University, management center and departmental organizational lines.

Assist the EVDA with new strategies for efficiency and/or revenue generation.

Become a leader in the national Group on Business Affairs in the AAMC in order to evaluate how other schools of medicine are organized, and other opportunities for improvement in systems.

Participate in F&A negotiation and evaluation process.

Required Qualifications at this Level

Education/Training:

Bachelor's degree in business, finance or accounting. MBA and/or CPA preferred, but significant experience in a large medical school is more important.
