The Executive Director of Parking and Transportation provides strategic, financial, and operational leadership for Duke University's Parking & Transportation Services. Reporting to the Associate Vice President, Campus and Business Services, this role oversees campus and health system parking facilities, transit systems, fleet operations, and major event parking, supporting the daily mobility needs of students, faculty, staff, patients, visitors, and guests across Duke University and Duke Health.
The department maintains and operates over 27,000 parking spaces, including 8 parking garages and approximately 100 surface lots. Approximately 4,600 spaces are designated for patients and visitors, supporting over one million annual garage visits. Parking & Transportation also sells and manages more than 28,000 annual parking permits, plus an additional 5,000+ nights, evening, and weekend-only permits.
The Executive Director oversees Duke's campus transit system, including 7 bus routes, and is responsible for the management, maintenance, and strategic planning of a fleet of 28 buses (including 10 electric vehicles) and 18 vans. Duke has a goal of continuing to electrify the fleet in support of institutional climate action and sustainability initiatives.
This role leads a complex, enterprise-scale operation with an annual budget of approximately $35 million and responsibility for approximately 85 full-time equivalent (FTE) employees. In addition, the Executive Director oversees parking and transportation operations for all major athletic and special events, including home football games, men's and women's basketball games, and commencement.
Provide executive leadership for Parking & Transportation Services, aligning operations with Duke University's mission, strategic priorities, and campus growth.
Lead, develop, and manage a diverse workforce of approximately 85 FTEs, fostering a culture of accountability, service excellence, inclusion, and continuous improvement.
Establish departmental goals, performance metrics, and succession planning strategies.
Oversee an annual operating and capital budget of approximately $35 million, ensuring fiscal stewardship, financial sustainability, and transparency.
Direct revenue strategies for permit sales, visitor parking, and event operations.
Lead long-term capital planning for garages, surface lots, transit assets, and fleet infrastructure.
Oversee operations and maintenance of 8 parking garages and approximately 100 surface lots, totaling 27,000+ parking spaces.
Direct administration of 28,000+ annual permits and 5,000+ nights/evening/weekend permits, including pricing, allocation, enforcement coordination, and communications.
Ensure safe, accessible, and high-quality parking services for 4,600+ patient and visitor spaces, supporting high-volume clinical and visitor demand.
Oversee 7 campus bus routes, ensuring reliable, safe, and customer- focused transit service.
Direct lifecycle management of a fleet including: 28 buses, including 10 electric vehicles; 18 vans supporting campus and health system operations, including ADA van services.
Lead fleet electrification strategy, charging infrastructure planning, and vendor partnerships in alignment with Duke's sustainability goals.
Insure compliance with all state and federal regulations regarding municipal-level transit operations.
Lead planning and execution of parking and transportation operations for all major campus events, including: Home football games, men's and women's basketball games, as well as other athletic events; Duke Arts, Duke Gardens, and Duke Chapel; Commencement and graduation ceremonies.
Coordinate with Athletics, Duke Police, Duke Health, Facilities, and external partners to ensure safe traffic flow, pedestrian safety, and positive visitor experiences.
| Education/Training: | Work requires a Bachelor's degree in Transportation Management, Urban Planning, Business Administration, Public Administration, or a related field. |
| Experience: | Work requires a minimum 10 years of progressively responsible leadership experience in parking, transportation, mobility, facilities, or related operations within a large, complex organization. Demonstrated experience managing large budgets, complex operations, and customer-facing services. |
