Occupational Summary

The Director is responsible for leading the design, development, implementation and monitoring of Recruitment and Talent Acquisition programs for Duke University and Duke University Health System. The Director will make recommendations to the Assistant Vice President (AVP), Human Resources Central Recruitment, Duke Temporary Service, Resource Center and Background Check and Education Verification Centers and other key leaders to ensure the alignment of recruitment strategies with institutional goals and objectives. Assists the AVP in developing, managing, implementing and evaluating full cycle recruitment strategies, performance metrics analyses, policies and procedures. Commitment to Diversity, Equity, Inclusion (DEI) and Belonging is imperative. Supports the forecasting and management of the annual Recruitment budget.

Work Performed

Leads Recruitment and Talent Acquisition, which are focused on designing, building and implementing strategic full-cycle recruiting, and data and performance metrics analyses;

Explores proactive and innovative approaches to Recruitment and Talent Acquisition which support leading and best practices;

Provides leadership, guidance and professional development to the Recruitment and Talent Acquisition team;

Develops retention strategies and professional development programs tied to retention with recruiter support, a major component of retention and professional development;

Provides consultative and strategic direction to recruitment/talent acquisition programs;

Champions the establishment and promotion of the organization's employer branding strategy and culture to prospective candidates for employment;

Directs the Retention/ Talent Acquisition technology platform strategy and ensures full optimization, utilization, and continuous improvement of the Applicant Tracking System, metrics, dashboard and other performance and measurement tools;

Supports regulatory compliance with all recruitment/ talent acquisition initiatives;

Develops key initiatives designed to improve time-to-fill and filling vacancies quickly at all levels, with high quality, competent candidates;

Delivers optimal/ outstanding customer service to candidates, as well as to hiring managers across Duke University and the Health System;

Provides critical thinking about roles and responsibilities within the Recruitment/ Talent Acquisition teams, as well as business processes and accountability metrics;

Defines key recruitment metrics to assess/analyze trends and data in support of leading and best practices;

Establishes and maintains strong relationships with stakeholders, including university and health system partners and internal hiring managers;

Builds talent pipelines for current and future job openings, which includes oversight of all stages of the candidate experience, including sourcing, application process, interviewing, and effective communication;

Develops a network of potential future hires, anticipating projected skill requirements;

Leads and coordinates the work of direct reports, providing mentoring support, to ensure proper development of skills and competencies;

Employs tactical workforce planning by implementing demand-based, lean hiring processes for hard-to-fill, High Volume/High Availability positions to improve Time-to-Fill;

Establishes a communication rhythm, complemented by service level agreements (SLAs).

Required Qualifications at this Level

Education/Training:

Work requires a bachelor's degree. A master's degree or other advanced degree is preferred.

 

Experience:

Seven years of demonstrated HR management and Recruitment/Talent Acquisition experience in a complex organizational setting is necessary. Experience in higher education and healthcare is required; may consider private sector or government.

Or an equivalent combination of relevant education and/or experience.

 

Skills:

Significant professional management and leadership skills which demonstrate competency in strategic planning, implementation and evaluation.

Must be able to build coalitions/networks and partnerships which will maximize organizational effectiveness.

Must possess expert knowledge in Human Resources and Recruitment/Talent Acquisition best practices, trends, programs, and policies.

Highly effective leader, with demonstrated ability to develop and lead two high performing teams.
