Occupational Summary

Exercise responsibility for navigation, operation and maintenance of the vessels managed by the Duke University Marine Lab Marine Operations group to meet the mission requirements of research, education, and training and to ensure the safety of the vessel, crew, and scientific party. Oversee the scheduling and coordination of the Duke Marine Lab boat program.

Work Performed

Oversee the management and operation of the R/V Kirby-Smith (27' skiff), (2) R/V Richard T. Barber (30' inflatable RHIB) and (3) R/V Shearwater (72' aluminum hull vessel)

Coordinate boat scheduling for Marine Operations Department

Supervise, train and schedule Captain/Crew for Marine Operations Department

Oversee Marine Operations Departmental budget expenditures; participate in budget development in conjunction with DUML Associate Director

Serve as relief Captain for R/V Shearwater, R/V Richard T. Barber and R/V Kirby-Smith as needed

First line of customer service with vessel users

Coordinate cruise planning efforts with vessel user in coordination with vessel's Captain/Crew

Market vessels availability and capabilities via existing website, email list servs, etc. -Serve as Marine Operations representative on Duke Marine Lab Management Team and special marine related projects

Serve as resource to Duke faculty on matters related to oceanographic field research and vessel operations.

Maintain vessel compliance with applicable federal, state, local and Duke University regulations and policies. Example, ensuring compliance for all required Coast Guard documentation, overseeing Coast Guard vessel inspections, and ensuring crew members have required, up-to-date training/licensing as dictated by the Coast Guard

Responsible for applying for and managing Oceanographic Research Vessel (ORV) designation on Duke University owned vessels

Responsible to ensure compliance with Chemical Testing Program as defined by 46 CFR parts 4 and 16, 33 CFR part 95 and 40 CFR part 40.

Responsible for managing Marine Operations severe weather/hurricane emergency management plan with support from vessel crew and DUML Management Team

Coordinate, perform or contract maintenance for all Marine Operations Department vessels to include shipyard periods.

Coordinate, perform or contract maintenance for Duke University Marine Lab docks (floating and fixed).

Manage and maintain up to date Vessel Inventory and Management System (VIMS) for R/V Shearwater to facilitate vessel parts, equipment inventory and maintenance per manufacturer recommendations.

Required Qualifications at this Level

Education/Training:

Maritime Academy graduate or degree in science, mathematics or engineering

 

Experience:

5 years operating a vessel of at least 100 gross registered tons upon near coastal waters

Must understand the principles of good seamanship and marine maintenance with respect to small boats, deck and oceanographic equipment
