Provide leadership and direction for planning, design and construction in support of the Medical Center campus and offsite buildings maintained by Engineering and Operations. Scope of projects includes large infrastructure, renovation and maintenance/service request.
Provide vision for the future of the Construction Division. Determine and implement processes and/or organizational changes necessary to provide quality support for our clients and facilities in the most cost effective way possible.
Overall accountability and responsibility for review/approval of all infrastructure project budgets and schedules. Also responsible for the success of team estimating and completing service request work. This team includes managers, supervisors, estimators, foreman, skilled craft workers and subcontractors.
Participate in the infrastructure capital planning and forecasting process, with a focus on executing work according to established timelines and budgets; ensure compliance with Duke standard of quality, building code requirements, and requirements of government regulating agencies.
Accountable for construction division department budget, including yearly budget preparation and monthly tracking; able to understand complex financial concepts, lifecycle analysis and ROI calculations.
Direct, coordinate, schedule and prioritize work assignments for the planning, design, estimating, construction, commissioning and documentation of projects, including coordination with other departments as necessary (OESO, Infection Prevention, FPDC, DHTS, OIT, FMD, etc.).
Establish and maintain positive relationships with internal and external stakeholders, consultants, service providers, relevant professional organizations and other educational/patient care institutions.
Promote a culture of continuous improvement and lean principles; enhance the existing safety culture with appropriate best practices; understand overall institutional needs and respond timely by prioritizing/re- prioritizing work based on changing conditions and needs.
Responsible for soliciting design and construction proposals, negotiating and administering contracts, evaluating and negotiating contract amendments and change orders to elicit the best value for Duke.
Act as a liaison between clients and groups at all leadership levels in the institution in order to elicit decisions, find solutions and make progress.
Direct various personnel functions for the division including, but not limited to, hiring, training, performance appraisals, promotions, performance improvement plans and recommendations for termination; mentor, coach, and grow all team members in order for them to be successful and reach personal and professional goals; review and forecasting of staffing needs, balancing and making recommendations for insourcing and outsourcing opportunities.
Perform other related duties incidental to the work described herein.
Required Qualifications at this Level
B.S. degree construction management, architecture, engineering, or equivalent degree applicable to construction services.
Requires a minimum of 8 years of construction services management experience.
