The Director, Staff and Labor Relations, oversees the effective design, implementation and evaluation of Staff and Labor Relations policies and programs across Duke. Collaborate in needs assessment, operational and strategic planning so that services developed and delivered contribute to a positive and productive work culture.
Ensure the provision of expert human resource consultative services at all organizational levels regarding the implementation of corporate, unit and departmental policies, practices and actions on staff and labor relations.
Ensure expert advice to supervisors and managers in the expedient and proper resolution of complaints and/or grievances, appropriate corrective actions, and the correct interpretation of Human Resources policy.
Recommend, manage and coordinate various strategies and processes to assess employee attitudes and morale; provide feedback and recommendations on developing employee moral to senior management.
Maintain positive labor-management relationships that contributes to an environment of trust and minimize conflict; support the Universitys chief negotiator with currently recognized labor organizations; implement and administer the results of labor negotiations; analyze potential impact of contract provisions and advise senior management; ensure the effective administration of labor contracts.
Recommend new and implement existing Human Resources policies to ensure an effective work culture.
Create, support and develop opportunities for managers, supervisors and HR representatives to receive ongoing education in the field of Human Resources and ensure that HR representatives are advocates of effective Human Resource practices for their respective units.
Perform related duties as assigned.
Required Qualifications at this Level
Work requires an educational background normally equivalent to a bachelors degree in business administration or higher education administration. A masters degree in a related discipline is desirable.
Successful candidate must have seven years of demonstrated HR management experience in a dynamic complex service culture with multiple missions. Experience in a health care and/or research setting preferred. Significant professional management experience and leadership skills. Must possess expert knowledge of labor laws, collective bargaining, human resources trends, programs, policies, practices and procedures. Must be able to build coalitions/networks to maximize success.
