Occupational Summary

Direct administrative, accounting, and monitoring support to the Controller, Budget Office, Cost and Reimbursement Accounting, and Human Resources in the financial oversight of the fringe pool. Direct and coordinate activities and reporting with various management centers (CAMC, PAMC, MCMC, and DUHS) on a broad range of complex financial and analytical issues.

Work Performed

Oversee strategic financial analysis and fiscal oversight of fringe benefit accounts and fringe recovery through wage base.

Direct staff in charge of analyzing financial trends and developing long-term financial projections.

Oversee fringe pool monitoring operations on a monthly basis including monthly and year-end closeout processes (some closeout entries are new additions).

Ensure proper documentation and accurate supporting information is maintained for all financial transactions.

Investigate problems and resolve as appropriate, enlisting assistance from various divisional personnel as necessary.

Review monthly and annual results and present variance reporting and analysis to the Health System and other members of the Duke community.

Coordinate the calculation, evaluation, and negotiation of the annual fringe rate proposal to the Department of Health and Human Services.

Ensure legal and regulatory compliance for fringe-related accounting and financial reporting functions.

Present and communicate financial materials related to fringe rate development and analysis to guide senior leadership decisions.

Review and analyze FTE analysis for vacancy management reporting.

Analyze patterns and trends, review projections, and perform reasonableness checks, prioritize opportunities for improvement, and facilitate efforts to implement enhancements to processes and systems.

Provide additional support to divisions as assigned based on workload, vacancies and special projects.

Prepare reports and analyses, setting forth progress, adverse trends and appropriate recommendations or conclusions.

Perform other related duties incidental to the job described herein.

Required Qualifications at this Level

Education/Training

Bachelor's degree in business, accounting, or finance or an equivalent combination of education and experience. Qualified candidate must be a CPA or have an equivalent professional qualification (i.e., Certified Management Accountant, Chartered Accountant.) or MBA

Experience

Work generally requires the ability to apply complex accounting principles, analyze situations and resolve problems normally acquired through seven years of progressive accounting experience.
