Occupational Summary

Manage all of the daily transit responsibilities for Duke University and Duke Medical Center and oversight of fleet maintenance department to ensure the safe provision of fixed route transit services, para-transit services, and charter bus services including, but not limited to enhancing/monitoring bus routes and schedule assignments for bus operations daily; approve all purchases made by others within Duke Transit and Fleet operations.

Work Performed

Manage and oversee all procedures and policies; prioritization of resources to achieve maximum institutional benefit; represent the director for Parking & Transportation Services (PTS), as needed, when transit and fleet issues arise.

Ensure compliance with all federal, state, and local laws and ordinances (including DOT regulations) affecting transportation and fleet operations provided by the University, especially those related to access and safety; driver licensing, certifications, training; and alcohol and drug screening.

Oversee the operational efficiency and effectiveness of all Duke transit and fleet day to day, as well as Duke owned vehicles; follow standards and specifications for all transit vehicles; and follow standard operating procedures of all routes and operations.

Collect and prepare operating data; ensure accurate recording of transit and para transit ridership data, on time performance, employee performance, vehicle maintenance, and billing of services; review and use data to make recommendations to measure and define levels of success.

Provide input and participate in the development and revision of labor grievances with bus operators and maintenance technicians.

Ensure all complaints concerning transit services are appropriately investigated, documented, and addressed back to concerned party in a timely manner; respond to all customer inquiries and concerns (verbally if needed) in writing; and be proactive in identifying and resolving problems to avoid future issues.

Participate in departmental meeting to remain current on daily operations and events; and identify and implement best practices, as appropriate, to facilitate process and service improvements.

Continually monitor performance in the community of transit and fleet in the goal of providing the best service possible.

Manage, in collaboration with the departmental operations staff, all transit route plans, headcount budgets, short and long term route projections, identification of charter, night van services operation, fleet maintenance and ADA transportation needs in compliance within University guidelines and expectations.

Continually track and improve on time performance, passenger experience and charter customer service levels to make to keep Duke transit as a leader provider on campus.

Ensure all financial and passenger reporting is done, contracts with service providers, current financial data and operational data is updated and reports are within University compliance standards and guidelines.

Develop in conjunction with department procedures, standards and guidelines for the maintenance and repair of all automotive and related mechanical equipment; prepare and implement preventive maintenance schedules for all University vehicles; establish repair standards to evaluate work performance of University mechanics or private vendors.

Inspect vehicles to determine necessary repairs; assign work to University mechanics or qualified vendors; review and evaluate work upon completion to ensure high quality work standard.

Recommend new design and layout of shop facility and purchase of necessary shop equipment.

Establish appropriate record keeping systems to reflect activities associated with the inspection, maintenance and repair of vehicles; supervise the preparation and maintenance of associated cost records.

Assist department in preparing budgetary projections for maintenance, repair and fleet; monitor and reconcile expenditure of budgeted funds.

Assist departments in preparing vehicle purchase materials; review and oversee all new/preowned vehicles.

Oversee and manage a warranty claims program through equipment manufacturers.

Oversight of parts inventories at adequate levels; manage parts inventory, disbursement and receipt.

Perform other related duties incidental to the work described herein.

Oversee and manage the Transit Operations Team (bus services, van services, ado services) to include overall coordination of daily operations, directing projects and work assignments, conducting performance appraisals, issuing disciplinary actions, resolving grievances, approving leave requests and time sheets, monitoring and issuing overtime and ensuring the provision of appropriate professional development and training.

Additional duties as asked by departmental heads and Director to improve the operation.

Required Qualifications at this Level

Education/Training

Generally requires a bachelor's degree in Business Administration or related field.

Experience

Five (5) years of related experience in a similar pupil/college transportation role equal in scope to the requirements and duties of the position with progressive managerial experience. Previous transportation/fleet experience recommended.

OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE SUCH AS EXPERIENCE IN THE PARKING OR TRANSIT PROFESSION AS A MANAGER

Skills

North Carolina Class B driver's license and passenger endorsement requested. Previous management of similar type of operation.
