Occupational Summary

This position will provide overall financial and administrative direction and oversight for the School, directly supporting the Dean in the operation of the school and supervising staff. The Senior Associate Dean for Finance and Administration reports to the Dean, and works closely with the divisional and administrative deans, divisional chairs and business managers, and program and center directors, providing administrative oversight of the Administrative Leadership Team. This position works collaboratively with a range of other offices, in particular the representatives from the Provost's Office, Financial Services, Research Support, Human Resources, Facilities Management and Information Technology. This position directs a staff of 9 or more in carrying out the responsibilities for budget, personnel, payroll and financial management

Work Performed

Work to maximize resources available to the School through sound financial management practices from the deans level down to each division, center and program.

Develop strategies to maximize revenues, minimize administrative costs and capture University resources.

Provide advice to the associate and assistant deans and chairs to accomplish these goals.

Assist the Dean in the daily operations of the school, acting on her/his behalf when appropriate, relieving him/her of day to day duties when appropriate; provide oversight and leadership to the Administrative Leadership Team including Enrollment Services, Marketing and Communication, Career Services, Information Technology, Business and Finance, Duke Environmental Leadership, and External Affairs.

Review and analyze departmental organizational and operational responsibilities and needs; make recommendations to enhance efficiency and effectiveness of administrative support activities.

Lead short and long term financial planning in the context of University plans as well as local needs.

Advise the Dean on tuition, salary policy and budget provisions.

Analyze and evaluate financial implications for new programs, business plans and initiatives.

Direct the preparation of the annual budget, advising division chairs, program and center directors and the Dean on effective strategies.

Coordinate preparation from the divisional level through the staff of the finance office and on to the Provost and University Budget Office and Trustees in accordance with University guidelines.

Advise and assist the Dean in the setting of annual salaries for faculty and staff (all non student employees in all job categories).

Develop strategies for managing total salary budget pools in coordination with annual performance evaluation processes.

Implement annual budgets while providing financial management oversight of budgeted funds plus restricted endowments and gifts and sponsored projects.

Coordinate budget setting with the Administrative Leadership Team. Oversee facilities and space management for the school including day to day building management.

Provide strategic guidance and approval on major renovations and/or adding or renovating new classrooms as well as input for major expansion construction projects.

Advise on leased space, as applicable.

Oversee personnel and payroll processes for the School including budget and policy review of departmental actions (staff and non regular faculty) and dean's office staff management of the faculty payroll.

Coordinate budgets for startup funds, research accounts, renovation projects and programmatic commitments to faculty.

Administer University human resource policies as well as institute school-based staff personnel policies including raises, promotions, hires, terminations, personnel conflicts and employee recognition.

Facilitate interface between the school and its units with the University business functions.

These include the University Budget Office, Office of the Controller, Sponsored Programs, Research Support, Human Resources, Facilities Management, Internal Audit, Treasurer, Information Technology and Procurement.

Provide guidance and some training in financial management practices to department managers.

Facilitate information flow and networking among administrators.

Serve as resource to deans, department chairs and administrators on business, financial, personnel and organizational matters.

Provide reports to Deans and provost including budget, personnel and workload data.

Required Qualifications at this Level

Education/Training

Bachelor's degree required; related masters preferred

Experience

Ten years of progressive experience managing financial functions and some combination of human resources, information technology, and marketing/communications functions is required. Of the ten years, one year of higher education experience is required.
