Occupational Summary
The Associate Director of Scientific Program Development is responsible for leading the programmatic and administrative direction of a large and complex research program focused on basic and translational research, dedicated to vaccine and/or therapeutic design, preclinical studies, manufacturing vaccines and therapeutics, and/or Phase 1/2/3/4 clinical trials by working closely with the PI and providing executive leadership in the formulation, interpretation and administration of current and long-term program goals, procedures, priorities, and strategic vision.
Work Performed
Direct the overall programmatic, financial and grant administrative direction of a large research program, involving internal, external, and international components, and collaborators.
Work closely with the Program Director/PI to create and develop a strategic vision for program management by continually evaluating the infrastructure portfolio and goals of the team.
Utilize scientific and management expertise to develop project proposals, project procedures, operational requirements, pricing and schedules for projects and provide operational oversight and direction to implement the scientific strategies and meet the project milestones.
Draft and edit proposals and progress reports and provide writing support; advise investigators on proposal content and organization; assist with updates and maintenance of institutional resource template materials.
Determine fiscal requirements, make projections, and prepare overall program budgets. Provide an analysis of programs and funding needs across multiple sources.
Oversee research program staff including, project management, technical and administrative staff, internal and external to Duke.
Oversee key partnerships and collaborative research with scientists across multiple research teams located worldwide.
Function in an investigator capacity, or designee, in regards to high level scientific, financial and administrative tasks when working with both internal and external stakeholders.
Lead operational and project decisions that have a significant impact on the successful achievement of project strategies and research objectives.
Provide guidance to Program Director on recommended priorities and goals to ensure financial sustainability.
Oversee, direct and mentor internal and external program/project leaders for all project teams, sites, consortiums, and project components.
Apply program management, leadership and scientific skills to meet the requirements of large, complex projects that are coordinated activities across multiple functional groups, operational units, and institutions.
Proactively identify changes in work scope and ensure appropriate planning measures are taken with internal and external clients to assess, renegotiate, and amend scope of work responsibilities for proposals and awarded grants and contracts.
Work closely with the Director and as part of an Executive Leadership team.
On behalf of the Directors, coordinate with various sponsors, Duke central administrative offices, collaborating faculty, program staff, and external organizations to meet the scientific and programmatic goals of the large and complex research program.
Contribute to scientific mission through directing and monitoring strategies, design of complex experiments, interpretation of results, and determination of next steps.
Provide oversight of the management and delivery of complex and high- impact new projects and programs, across multiple functional groups, operational units, and institutions, on behalf of the program.
Directly interact with colleagues and investigators at coordinating sites in the US and internationally to accomplish mandates and facilitate the resolution of logistical issues relative to achieving the goals of research programs. Perform site visits as needed to advise leadership of potential modifications to programmatic focus.
Assist the Directors with the management of financial, personnel, operational needs and strategic planning for the portfolio.
Actively seek funding opportunities related to development, basic research, clinical and translational projects and develop proposal plans.
Maintain interface with departmental personnel to coordinate operational activities and ensure adequate resources of space and facilities; direct the planning and coordination of purchasing, maintenance, construction and renovation activities for programs.
Represent Program Director in meetings and conferences and other affairs of an administrative nature.
Oversee and actively participate in collection, assembling, and summarizing scientific and clinical data in reports/presentations.

Required Qualifications at this Level
Education/Training
Work requires a Bachelor's degree in a clinical, scientific, or technical field applicable to basic science, public health, clinical research or other related scientific field.
Preferred Master or PhD degree in basic science, public health, clinical research or other related scientific field.
Experience
Work requires a minimum of nine years of progressive responsibility experience in a project/program management, administrative, or operational capacity in an academic health center, clinical/translational research, or health care delivery setting.
Additional training in project management or related training desired.
Previous personnel management and supervisory experience required.
