Occupational Summary

Direct the activities of Duke University Medical Center Human Resources (DUMC HR) to ensure consistent and accurate interpretation and application of human resources policies and procedures within DUMC; coordinate professional support for human resources programs and initiatives.

Work Performed

Serve as chief management liaison with other human resources managers in University Human Resources to coordinate professional support for human resource programs and initiatives, and to ensure consistent and accurate human resources policies and procedures interpretation and application within DUMC. Coordinate and assess input from the professional human resources staff in DUMC to develop proposals for programs, policies and projects designed to assist DUMC achieve its human resources strategic objectives. Monitor professional staff in the interpretation and application of human resources policies and procedures to ensure fair and consistent treatment of all employees; identify areas of policy development necessary to meet the diversified needs of the DUMC work force. Develop appropriate employee and management communication vehicles designed to promote a positive work environment, and proactive and mutually supported employee relations.

Recruit DUMC Human Resources staff; assess professional development needs and coordination of in-service and/or external based training programs to meet anticipated needs; recommend various personnel actions including, but not limited to, hiring, performance appraisals, transfers, promotions and vacations schedules. Determine fiscal requirements for the unit and prepare budgetary recommendations; make decisions regarding expenditure of funds; monitor, reconcile and verify expenditures of budgeted funds.

Plan and schedule work for the group ensuring proper distribution of assignments and adequate manning, space and facilities for subsequent performance of duties; recommend long-range budget planning, logistical and technical support to ensure smooth and efficient operations. Manage the development of reports and analyses setting forth progress, adverse trends and appropriate recommendations or conclusions; design quality/quantity performance and customer service indicators to enable Associate Vice Chancellor, Human Resources to best assess the function's impact on DUMC employees.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Work generally requires organizational, analytical and communication skills normally acquired through the completion of a bachelor's degree program.

Experience

Work requires seven years of progressive business, administrative and/or supervisory experience, at least four of which is directly related to employee relations, to acquire competence in applying human resource policies and procedures necessary to supervise a segment of the employee relations program. A master's degree in a related field may be substituted for 2 years of general experience. The remaining five years of experience must be directly related to the Human Resources field.
