Occupational Summary

The Director of Building Services is part of the Facilities Management Department (FMD) and will lead and oversee the facility maintenance of all University buildings. The person will have oversight of all the building trade shops and associated support teams for the Department. This position will work with key Department and University to facilitate building maintenance and repair requirements and reports to the Executive Director of Building and Landscape Services.

Work Performed

Direct integrated Facility maintenance services supporting the University campus including classrooms, research laboratories, vivariums, athletic centers, performing arts auditoriums, lecture halls, administration offices, Duke Chapel, housing, auxiliary buildings and parking decks.

Develop a high performing operations team that sets and achieves service quality performance goals, objectives and policies in support of the FMD and University mission.

Build a strong working relationship with collective bargaining unit Local 465 leadership and staff to ensure no interruption of service. In conjunction with HR, participate in negotiations, grievance resolution and jurisdictional interpretations.

Oversee development and implementation of Department's Safety Program that ensures work hazards are identified, appropriate safety procedures are written, and staff are knowledgeable and comply with all program requirements.

Develop and maintain integrated services with Duke Utility and Engineering Services (DUES) to ensure uninterrupted service to occupants and functions across the campus.

Develop, recommend and implement strategic plans and programs to improve efficiency, heighten performance and ensure the facility meets University regulations, and OSHA health and safety requirements.

Oversee facility maintenance, repair and service for all University building components and systems.

Responsible for central planning function which creates standardized work processes, procedures and documentation, develops metrics & reporting, Department's CMMS system, on-site Store Room Services, MRO supplies and overall PM (Preventive Maintenance) Program.

Oversee development of supplemental contract maintenance agreements with external service providers to provide specialty services and additional labor in response to work volume changes and deadlines.

Establish, maintain and publish work priority system for 24/7 emergency response; and establish priority system for daily scheduled and unscheduled work activities.

Develop new procedures and update existing procedures supporting Department and University Campus strategies as required.

Support OPM project teams which expand the University infrastructure and facilities. Ensure all Office of Project Management (OPM) Capital Projects are turned over to Facility teams in an operational state including required turnover documentation and any staff training.

Develop a customer focused operations center that supports and manages online and call-in requests for campus-wide Facilities Management Department services.

Oversee development of efficient and effective work processes that ensure requests are responded to, assigned, and handled properly and all work is tracked in the CMMS system.

Establish overall strategic vision and direction for Department's Leadership Team. Provide guidance and coach leaders to develop high- performing work teams within their functional areas.

Provide primary interface to University on all Maintenance service areas. Periodically seek one-on-one feedback from Executive Team on Department performance against expectations.

Direct and control service areas through Assistant Directors, Managers and Supervisors with overall responsibility for the performance of those assigned areas.

Provide other related duties as assigned.

Required Qualifications at this Level

Education/Training

BS degree in Engineering, Management, or equivalent degree applicable to facility management.

Experience

Work requires a minimum of 8 years related experience in facilities management of which 5 years in a leadership role. Demonstrated leadership experience in a large, complex organization. Strong customer service philosophy and ability to motivate staff in a changing environment.
