Occupational Summary

Responsible for managing several operational functions that provide police, security and security support functions for Duke University and Duke University Hospital, including but not limited to crime prevention, physical security, security technology, preventive patrols, emergency communications, threat assessment, routine/emergency response and supporting functions such as training, hiring and budgeting.

Work Performed

Manages performance to include establishing performance standards for division, benchmarking with other agencies, understanding and meeting university priorities and developing inspection and monitoring systems to check compliance.

Manages the training function ensuring compliance with university and governmental requirements, identifying department wide training needs and requirements, developing training programs and measures to check effectiveness of training and overseeing operation of field training program.

Develops long term plans and goals by using management techniques such as environmental scanning, strategic planning, etc. to determine short term and long term goals and conducts research, analysis, statistical analysis of data.

Develops operational and emergency plans as well as policy compliant with accrediting agencies.

Manages personnel to include establish mentoring program for all officers for professional development, mentor middle level management, manage career development program and oversee internal affairs function.

Manage departmental and university practices by planning and commanding large scale incidents (mass gatherings, sporting events, VIPs, demonstrations, etc.) as appropriate, activate and operate University crisis plans as required and supporting and managing accreditation.

Establishes and maintains partnerships through streamlining efforts between departmental functions, partnering with critical university functions to ensure efficient and effective operations, (Housing, Student Conduct, Facilities Management, Duke Hospital, Womens Center, etc.) and maintaining open communications with internal and external stakeholders.

Demonstrates understanding of current issues in law enforcement, campus policing, violence risk assessment, hospital and campus/physical security.

Inspires and leads members of the department through support of an environment of integrity, progressiveness and respect.

Manages critical administrative operations, such as budgeting, personnel, etc.

Performs other duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Work requires communications and analytical skills generally acquired through completion of a bachelors degree program.

Requires North Carolina Campus Police Certification or ability to obtain in one year and a valid North Carolina Drivers License.

Preferred Education and Training:

North Carolina Advanced Law Enforcement Certificate or equivalent

Currently certified as a North Carolina Law Enforcement Officer

Masters Level Degree

Completion of advance law enforcement management program, such as the FBI, National Academy, Senior Management Institute of Police, etc.

Experience

Work requires a knowledge of law enforcement methods, techniques and procedures normally acquired through four years of law enforcement experience to include at least one year of supervisory experience.
