Occupational Summary

Provide planning and engineering services, as well as coordination, financial analysis and record keeping, for construction and renovation projects by evaluating and preparing designs, specifications, and cost and feasibility estimations for proposed projects; report on the financial performance of the facilities operating unit.

Work Performed

Assist users or requesting departments in determining project requirements; maintain liaison between all parties concerned with projects to facilitate changes or modifications and resolution of project problems; develop cost estimates and preliminary and final drafts of sketches setting forth critical dimensions, layouts, and existing and proposed mechanical and masonry installations; write material and workmanship specifications for projects; define appropriate work sequence and lead time for different craft classifications to ensure efficient utilization of manpower.

Prepare documents setting forth project specifications, bills of materials, man hour projections, craft sequence, and quality and method standards to ensure timely and efficient completion of projects.

Develop annual and five year capital replacement analysis; monitor capital plans and advise of compliance or changes; develop and obtain approval for costing rates for services; establish rate ranges for net return on investments, in accordance with University policy; establish, monitor, reconcile and develop system for plant funds for projects; invest and divest funds based on departmental investment policies.

Analyze monthly financial statements to determine proper charging of operating revenues and expenditures in accordance with departmental procedures; prepare monthly income statements by consolidating accounting data and provide written interpretation of results; monitor and report on financial performance of individual departments; recommend corrective actions based on analysis; authorize transfer of funds to cover cash flow expenses as necessary; make recommendations to improve financial systems; analyze deficiencies and report ; prepare correspondence and answer inquiries regarding account information; assist with year end closing activities.

Assess and analyze space requirements due to faculty recruitment; assist in monitoring and maintenance of all Arts and Sciences classrooms to include furniture requirements, accessibility and condition of rooms; coordinate annual faculty start up funds for furniture, special projects, renovations and maintenance.

Prepare financial and operational reports and cost analyses reflecting progress of projects, adverse trends and appropriate recommendations and/or conclusions; maintain project files.

Review, analyze and make recommendations on proposed deferred maintenance projects.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Work requires knowledge of construction and renovation project finances and technical administration generally acquired through completion of a bachelor's degree in Accounting, Architecture, Design, Drafting, Engineering or a related field.

Experience

Work generally requires four years of progressively responsible experience in managerial accounting, construction, architecture, design, drafting and/or project management to include job estimating and project programming to become familiar with financial administration, technical project coordination and record keeping for construction and renovation projects.
