Occupational Summary

The Associate Director of Scientific Program Management is responsible for directing a team of Program Leaders that manage a complex research pathway focused on basic science and translational research, dedicated to vaccine and/or therapeutic design, preclinical studies across a number of different models, manufacturing vaccines and therapeutics, and/or Phase 1/2/3/4 clinical trials and challenge studies by working with leadership in the coordination, evaluation, and scientific management of large research programs.

Work Performed

Provide programmatic and administrative direction in the formulation, interpretation, and administration of current and long range programs policies and procedures.

Directly oversee all Program Management, including basic, clinical, and translational research and vaccine development/production.

Collaborate with the faculty directors of programs to develop and implement a strategic vision for research related activities conducted.

Evaluate project effectiveness, develop risk management plans and provide warnings of serious deviations or variations that may compromise programmatic deliverables. Specific scientific strategies and processes include, but are not limited to, the following:

Clinical trial protocol development and trial summary reports Study plan development and study design Scientific concept development for future funding Draft complex scientific presentations summarizing work for Scientific Advisory Board meetings Grant and Contract Technical Proposal development

Lead operational and project decisions that have a significant impact on the successful achievement of project strategies and research objectives.

Function in an investigator capacity, or designee, in regards to high level scientific, financial and administrative tasks when working with both internal and external stakeholders.

Collaborate with the Chief Operating Officer and Chief Administrative/Financial Officer to create and develop a strategic vision for program management by continually evaluating the infrastructure portfolio and goals of the team.

Directly interact with colleagues and investigators at coordinating sites in the US and internationally to accomplish mandates and facilitate the resolution of logistic issues relative to achieving the goals of research programs. Perform site visits as needed to advise leadership of potential modifications to programmatic focus.

Supervise and coordinate the work of a large team of program managers that administer research programs. Manage personnel activities to meet University and departmental objectives in training, equal employment and pay, and wage and salary administration. Advise on employment terms and appointment procedures of faculty as appropriate.

Develop the programs leadership team by providing guidance, mentorship, and professional development opportunities.

Direct the daily operations of the program management staff, including recruitment and selection, performance management, and professional development.

Plan, coordinate, and administer activities of assigned projects to include developing and implementing procedures, processes, and systems; train employees in methods and procedures to ensure project continuity and completeness.

Determine fiscal requirements, make projections, and prepare overall unit budgets. Provide an analysis of programs and funding needs across multiple sources.

Work closely with Finance, Principal Investigator, and the Duke School of Medicine to assess new program resource needs and manage program finances.

Lead the development and final negotiation of largescale, complex program budgets and program statements of work.

Review identify potential shortfalls in funding support for Staff Review and approve all internal position requests for new/replacement hires.

Contribute as a key stakeholder to the development of division budget.

Prepare financial statements, analyses, and reports reflecting status of programs and milestones, setting forth progress, adverse trends, and appropriate recommendations. Ensure compliance with University policies and procedures.

Proactively identify changes in work scope and ensure appropriate planning measures are taken with internal and external clients to assess, renegotiate, and amend scope of work responsibilities for proposals and awarded grants and contracts.

Oversee the development of communication plans with the project team.

Proactively assess and analyze with the team any risks and issues that may compromise project results and develop plans to remove or mitigate them. Monitor schedules and risk management plans and provide warnings of serious deviations or variations that may compromise project results.

Provide guidance to administration and faculty on recommended priorities and goals to ensure financial sustainability.

Actively seek funding opportunities related to development, basic research, clinical and translational projects and develop proposal plans.

Maintain interface with departmental personnel to coordinate operational activities and ensure adequate resources of space and facilities; direct the planning and coordination of purchasing, maintenance, construction and renovation activities for programs.

Represent department head in meetings and conferences and other affairs of an administrative nature.

Oversee and actively participate in collection, assembling, and summarizing scientific and clinical data in reports/presentations.

Collaborate with statistical team and research and quality staff to develop study and analysis plans for scientific research. Serve as primary programmatic liaison with Biostatistics, laboratory staff, and the clinical research team.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Work requires a Bachelor's degree in a clinical, scientific, or technical field applicable to basic science, public health, clinical research or other related scientific field.

Preferred Master or PhD degree in basic science, public health, clinical research or other related scientific field.

Experience

Work requires a minimum of nine years of progressive responsibility experience in a project/program management, administrative, or operational capacity in an academic health center, clinical/translational research, or health care delivery setting.

Additional training in project management or related training desired. Previous personnel management and supervisory experience required.
