Occupational Summary

Manage and direct the Duke University School of Medicine Research Integrity operations, including Research Security, Conflict of Interest and Outside Activities, and Research Quality and Scientific Integrity. Advise School leadership on research policy. Develop strategies related to research integrity and security and educate and provide guidance in these areas to research teams and administrative staff within central and departmental units.

Work Performed

Serve as a key advisor to School of Medicine leadership (Dean, Vice Dean for Scientific Integrity and Vice Deans for Research (clinical and basic science) in matters related to research integrity and security within the School of Medicine, including the performance of departments, centers and institutes.

Foster and promote a culture of integrity in research by assuring that Dukes Research Security and Integrity program complies with applicable sponsor regulations and institutional policies. Advise the Dean and Vice Deans on risk management strategies.

Provide leadership and management of critical research activities in the administration of research with respect to Research Integrity and Security as well as Conflict of Interest management and Responsible Conduct of Research, liaising with internal and external stakeholders to accomplish objectives.

Engage other internal (e.g., ORA/ORS, Export Control, Visa Services, OSP, Office of Counsel, etc.) and external (federal, industry, foundation sponsors, etc.) organizational units to advance the Schools research mission and to foster and facilitate strategies to enhance research competitiveness. Collaborate with relevant central offices (e.g., ASIST and OERAF) to deliver tailored educational content related to research security and integrity to investigators, staff, and central administrators.

The Associate Dean will be expected to be well-versed in national trends in research policies and be well-connected to best practices at peer research-intensive institutions. This individual will serve as a subject matter expert for research security issues in the School of Medicine, implementing effective research security and integrity measures across the institution.

Identify key priorities of federal sponsors and collaborate with internal stakeholders to ensure necessary IT systems, personnel, and business processes are in place to adequately address new requirements. Identify trends and potential problem sources to target for process improvement.

Contribute to the planning and execution of the Schools strategic projects and initiatives, working with members of senior administration and other stakeholders to ensure successful implementation.

Direct internal committee(s) that work to resolve issues hindering research progress or contributing to institutional risk. Create action and communication plans to resolve issues and manage communication to leadership, sponsors, and/or departmental units.

Develop, implement, and maintain standard operating procedures and policy for all aspects of research security and integrity, enabling research to comply with applicable laws, regulations, policies and procedures.

Develop and monitor institutional metrics to ensure the compliant, effective and efficient delivery of research support throughout the School of Medicine with emphasis on data consistency and integrity. Oversee Dukes Research Quality Management Program (RQMP) and Clinical Quality Management Program (CQMP).

Oversee CQMP staff working directly with Clinical Research Units, research investigators and staff to outline complexity-driven study- specific monitoring plans (low/medium/high) using quality focused tools and checklists.

Monitor research quality and liaise with the Office of Audit, Risk, & Compliance (OARC) to address areas of concerns through collaborations with DOCR, ASIST, and other relevant offices to implement corrective measures to mitigate risk.

Work with Associate General Counsel for Research on regulatory and legal issues effecting areas of research integrity and security.

Required Qualifications at this Level

Education/Training

Bachelor Degree in business, science, or related field is required. J.D. is preferred.

Experience

Minimum of 10 years of experience with progressively responsible experience in a leadership position in research integrity and operations in a university or medical center setting. Expertise in research integrity and security, including knowledge in conflict of interest and outside activity disclosures and associated regulations and other federal reporting requirements. General knowledge of research administration processes and other Federal research compliance regulations including Uniform Guidance, research misconduct, and harassment reporting.
