Occupational Summary

The Facility Operations Manager, Systems Operations is responsible for planning, resourcing, coordinating and supervising all activities required to install, operate, repair, service and maintain all University Building Systems. The Manager is responsible for working effectively with the assigned Planner, shop mechanics, and other shops in delivering integrated Facility Operations services to the University. The Manager is responsible for the operation and maintenance of Building Systems in Critical Buildings to meet life safety, reliability and efficiency goals by implementing and executing operations, maintenance and reliability best practices. The Manager will report to the Assistant Director for Building Systems.

Work Performed

Oversee installation, operation, maintenance, repair and service of all Building Systems components for the University campus including 6.1 million square feet of classrooms, research laboratories, vivariums, Medical Center and University data centers, athletic centers, performing arts auditoriums, lecture halls, administration offices, Duke Chapel, housing, auxiliary buildings and parking decks.

Oversee planning and execution of all work to ensure day to day compliance with work processes and key metrics.

Direct the documentation, implementation and execution of workflow process (i.e., planning, scheduling, preventative maintenance, predictive maintenance and work execution) to provide continuous improvement of maintenance and operational practices.

Participate in development of supplemental contract maintenance agreements with outside service providers to provide specialty services and additional labor in response to work volume changes and deadlines.

Maintain all Building and Life Safety Systems regulatory compliance with local building system codes, safety codes, OSHA, AAALAC International (Association for Assessment and Accreditation of Laboratory Animal Care International) and University processes and procedures.

Coordinate services provided by internal and external providers for system testing, certification, maintenance and repairs.

Support local municipal building inspector and other regulatory audits and maintain Building System certifications.

Maintain Building Systems through execution of the PM (Planned Maintenance) Program, as well as the EAM Work Order (WO) system for testing, repairs and other maintenance and operations requests.

Follow the Reliability Centered Maintenance (RCM) Program that establishes safe minimum levels of maintenance for equipment types meeting the requirements of the business for cost effectiveness, equipment uptime, and level of risk the University is managing.

Assist with root cause analysis of machine and system failures.

Establish, maintain and publish work priority system for 24/7 emergency response; and establish priority system for daily scheduled and unscheduled work activities.

Support Building Coordinators and DUES Engineers on a variety of capital and non-capital improvement projects.

Develop new procedures and update existing procedures supporting Facility Operations and University Campus strategies.

Analyze and identify equipment, tools and processes that improve operating efficiency and / or workplace safety.

Participate on Facility Operations Teams to ensure all OPM Capital Projects are turned over to facility teams in an operational state including required turnover documentation and staff training.

Required Qualifications at this Level

Education/Training

NC License(s) required in the applicable technical field

City of Durham Certification(s) preferred in the applicable technical field

2-Year Technical Degree preferred

Experience

Work requires a minimum of ten (10) years direct experience in commercial or institutional building systems, and one year supervisory experience

OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE

Skills

Excellent oral and written communication skills; ability to communicate effectively to a wide range of audiences, including management, faculty, trade employees, supervisors, staff from other departments, students, and others.

Proficient in the use of Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.

Proficient in Inform EAM Work Order Management System or equivalent.

Demonstrated ability to create and maintain positive customer and stakeholder relationships.

Excellent attention to detail, and analysis and decision making skills.

Strong problem solving and conflict resolution abilities.
