Occupational Summary
The Director, Academic HR Services is responsible for assisting the Associate Vice Provost, HR (AVP) in determining the Human Resources strategic and programmatic needs and priorities for the schools reporting to the Provost, as well as multiple Provost's Academic Support units, articulating those needs to PAMC leadership and corporate Human Resources service units, and supporting effective planning, implementation and evaluation of strategies, programs, and services.
This position provides leadership for the academic sector in the development and implementation of policies, procedures and technologies to support the effective and efficient management of human resources in academic programs. Work in partnership with administrators in the schools and the Provost's academic support entities and the corporate human resources offices. This position will provide reliable interpretation and application of human resources policies and provide leadership in implementation of PAMC HR policies and procedures. This position reports to the Associate Vice Provost, HR. The position oversees the HR directors in the Provost's Office.
Work Performed
Work with the AVP to develop an annual and long-term Human Resources plan that identifies the Human Resources agenda as a component of the overall strategic plan. Working with the AVP and relevant senior leadership, identify Human Resources strategies andprogram requirements needed to develop and maintain a progressive work culture in support of effective recruitment, development, and retention of high-performing staff. Support and provide oversight for management center-wide initiatives. Act on behalf of the AVP in his/her absence.
Advise others in the Provosts Office and the schools and academic units on the application of policy and management judgment to specific HR and payroll decisions and issues. Identify trends and HR needs in academic programs and take steps to work with schools and central offices to address employee and operational needs.
Identify issues, trends, or needs that apply to Provosts Area Management Center (PAMC) human resources functions and develop strategies to address them, including those that involve interdisciplinary and/or international activities.
Build effective business relationships with internal and external teams.Represent PAMC HR in meetings with departments and other administrative meetings. Serve as representative at standing Human Resources meetings, including but not limited to, RACI and Job Family 27 review. Provide leadership on PAMC HR group meeting developing agenda and presenting materials.
Direct strategic compensation projects, including the implementation of annual salary setting and other market-based initiatives in collaboration with the AVP, corporate HR, and Duke Compensation partners. Streamline compensation processes and maximize efficiencies related to compensation decisions. Conduct audits of departmental compensation decisions and equity analyses within and across departments within the SOM. Ensure strong collaboration with Duke Compensation while identifying creative solutions to complex compensation issues.
Ensure the development of HR dashboard reports and templates on a variety of HR and payroll metrics and related matters to assist administrators in the schools in planning for and meeting their information needs. Such metrics include, but are not limited to, turnover, transfers, promotions, recruitment, time to hire, identifying trends and pain points. These metrics includes both internal benchmark and trend data and external market information relevant to academic programs.
Lead, and/or participate in, human resources projects that may be unit specific or apply to the entire PAMC. Develop appropriate employee and management communication vehicles designed to disseminate information about best practices within the academic sector and the University generally and to promote a positive work environment.
Manageand oversee HR team, providing leadership, coaching, and guidance; complete performance reviews for each team member that directly reports to the Director, Academic HR Services. Provide administrative and operational direction for day-to-day activities; hire and evaluate staff performance. Train, develop, coach, counsel, and mentor staff to ensure optimum performance, customer service, and development of HR competencies. Maintain high team morale and a positive work environment. Address and manageemployee relations issues and/or coordinate with appropriate areas.
Maintain detailed working knowledge of both University and Provost Office policies and procedures affecting payroll, employment, classification, salary administration, employee relations and other HR disciplines.
Perform other related duties incidental to the work described herein.
Required Qualifications at this Level
Education/Training
A bachelor's degree in Human Resources, business, or a related discipline is required. A graduate degree and PHR/SPHR and/or SHRM CP/SCP are preferred.
Experience
At least seven years of senior human resources executive/leadership experience sufficient todemonstrate expertise with: strategic human resources planning, and program development, including diversity and inclusiveness strategies. Previous work experience in a university or health care system preferred. OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE
