Occupational Summary

Lead the strategic, organizational, programmatic, and operational human resources initiatives for Staff and Labor Relations to meet University and departmental objectives.

Work Performed

Identify Human Resources strategies and program requirements needed to develop and maintain a progressive work culture in support of effective recruitment, development, and retention of high performing staff.

As a member of the Duke Human Resources leadership team, partner with Corporate HR and other operating unit executives on strategic personnel policy development.

Ensure expert advice to supervisors and managers in the expedient and proper resolution of complaints and/or grievances, appropriate corrective actions, and the correct interpretation of Human Resources policy.

Participate in union negotiations and administration of union contracts as appropriate. Maintain positive labor-management relationships that contribute to an environment of trust and minimize conflict; support the University's chief negotiator with currently recognized labor organizations; implement and administer the results of labor negotiations; analyze potential impact of contract provisions and advise senior management; ensure the effective administration of labor contracts.

Create, support and develop opportunities for managers, supervisors and HR representatives to receive ongoing education in the field of Human Resources and ensure that HR representatives are advocates of effective Human Resource practices for their respective units.

Required Qualifications at this Level

Education/Training

Work requires an educational background normally equivalent to a bachelor's degree in business administration or higher education administration. A master's degree in a related discipline is desirable.

Experience

Work requires seven years of demonstrated HR management experience in a dynamic complex service culture with multiple missions. Experience in a health care and/or research setting preferred. Significant professional management experience and leadership skills. Must possess expert knowledge of labor laws, collective bargaining, human resources trends, programs, policies, practices and procedures. Must be able to build coalitions/networks to maximize success.
