Occupational Summary

Assist the Director of Parking and Transportation Services (PTS) by contributing to the achievement of the organization's mission through strategic development and implementation of initiatives aimed at improving the organization's performance in operations and quality of services. Facilitate continual progress through data collection and analysis, application of expertise, development of action plans designed to support parking and transportation initiatives, development of collaborative relationships, reliable communication systems, and effective marketing.

Work Performed

Lead the Parking & Transportation Services (PTS) strategic planning process as well as the creation and on-going management of the PTS Strategic Plan.

Analyze data to identify adverse trends and/or low performance; utilize performance improvement techniques and methodologies, as appropriate; and evaluate effectiveness of improvement strategies through continuous monitoring of achievement levels in relation to goals and objectives.

Contribute to the establishment of performance improvement priorities for functional units within PTS to support organizational success.

Develop and maintain collaborative relationships with campus planners and decision makers to create synergy with parking and transportation system planning.

Support campus-planning initiatives with parking and transportation demand analysis and projections.

Engage consultants, as appropriate, in evaluating specific parking and transportation challenges.

Responsible for drafting and disseminating, to the campus community, an annual update on the state of parking and transportation at Duke.

Routinely produce reports and PowerPoint presentations focused on strategic planning updates and performance improvement, as directed.

Oversee and coordinate the periodic utilization of various survey instruments (mystery riders, questionnaires, etc.) to measure quality of PTS services and programs.

Manage all PTS marketing initiatives and official communications, with campus commuters, pertaining to the availability and provision of parking and transportation services and programs.

Coordinate with the Office of News and Communications, as deemed appropriate.

Oversee implementation and management of all programs and services advocating the use of alternative modes of transportation and work habit modifications to minimize the need for on-campus vehicular parking.

Promote a multi-model approach to commuter services and work to ensure availability and seamless delivery of options.

Support the universitys sustainability goal by working in partnership with the Director of Sustainability to ensure consistency with transportation demand management efforts and related alternative transportation options, and to develop joint programming opportunities.

Work to identify federal, state, and local transportation grant opportunities, and participate in the grant writing process as well as the management of any funding received.

Oversee coordination of the Duke Transportation Advisory Committee (DTAC) for the purpose of identifying issues that impact parking and transportation services, reviewing recommendations to facilitate problem resolution, and to solicit feedback on current and proposed services in campus parking, transit and bicycle programs and amenities, parking policies, permit fees, violations and fines, and transit service levels.

Meet with other campus constituencies to provide information on related initiatives, assess services, engage in problem-solving, and discuss alternative approaches to current practices.

Utilize financial practices and strategies to develop and maintain the fiscal integrity of a receipt supported parking enterprise.

Work closely with PTS business manager, assistant director for parking services, and assistant director for transit to develop parking and transportation budgets that will also serve to support formation of the appropriate fee structures required to sustain the integrity of parking operations and build reserves for future campus parking and transportation requirements.

Represent the university, as directed, on high level internal and external working groups and work to develop positive relationships within those cohorts.

Maintain close relationships with city parking and transit providers to ensure coordination of efforts and identify opportunities for shared services.

Manage vendor relationships and negotiations in support of strategies designed to achieve parking reduction goals and meet university transportation needs.

Participate in relevant professional associations to remain current on knowledge and skills.

Work with administrative manager to increase organizational understanding of performance improvement methodologies and principles through the support of and participation in formal and informal professional development activities.

Serve as an expert resource on performance improvement as it relates to organizational role.

Manage various personnel actions including, but not limited to, hiring, performance appraisals, promotions, transfers and vacation schedules.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Work requires organizational, analytical, and communication skills normally acquired through the completion of a bachelor's degree program.

Master's degree in urban planning, regional planning, transportation planning, or civil engineering preferred.

Experience

Five (5) years of related experience equal in scope to the requirements and duties of the position and three (3) years of progressive supervisory experience.

OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE SUCH AS EXPERIENCE IN THE PARKING OR TRANSIT PROFESSION AS A MANAGER.
